Councilmember's Present: Councilmember Bremmer, Councilmember Hendricks, Councilmember
Barnhart, Councilmember Buckner, Councilmember McCourt, Councilmember Johnson, and Mayor Pro
Tempore Raab.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Buckner,
to excuse Councilmember Barnhart from this meeting. The motion carried, 6-0.
Staff Present: Dana Barnard, Nick Gerde, and Joan Sims.

ACTION ITEMS
08-09-05 Request for approval of a contract with Forte Architects for the East Wenatchee Needs
Assessment and City Hall Expansion.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Johnson,
to award the Professional Services Contract for the East Wenatchee Space -Needs Assessment and City
Hall Expansion to Forte Architects and authorize the Mayor to sign the contract.
Mayor Pro Tempore Raab said he has been opposed to hiring a consultant from the beginning of this
process. He added that he feels our staff is qualified to make an assessment as to what their needs are. He
said he has spoken with City of Wenatchee Mayor Johnson regarding the process they used in building
their new Police Station. He said Mayor Johnson indicated that they did not hire a consultant, but rather
had their Department Heads come up with what they thought their needs were and that information was
then turned over to the architects who worked through it from there.
Mr. Raab asked questions of Tom Bassett, Forte Architects, regarding their proposal for the City Hall
Expansion Study. Mr. Bassett explained the two phases they intend to use:
Phase I
■ Meet with City administration to confirm deliverables and intent;
■ Review existing facility to determine current configuration and space availability;
■ Meet with department heads to establish both immediate needs and projected future needs; and
■ Quantify immediate and future needs, adjacency requirements, and infrastructure needs in written
and graphic format.
Phase II
■ Evaluate the five identified possible expansion scenarios as identifies in the Request for
Qualifications and determine if all are valid after comparison to space needs analysis;
■ Prepare design option(s) for identified scenarios;
■ Provide cost estimates for design options;
■ Make appropriate presentations of design options; and
