ROLL CALL
Councilmember's Present: Councilmember Raab, Councilmember Bremmer, Councilmember Johnson,
Councilmember Barnhart, Councilmember McCourt, Councilmember Hendricks, and Mayor Lacy.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Bremmer,
to excuse Councilmember Buckner from this meeting. The motion carried, 6-0.
Staff Present: Dana Barnard, Lori Barnett, Brandon Mauseth, Devin Poulson, Nick Gerde, Randy
Harrison, Joan Sims, Dawn Collings, and Catalina Garibay.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Lacy read a proclamation designating October 1 through October 31, 2008, as United Way Month.
Mr. Alan Walker on behalf of United Way was present to receive the proclamation.
Mayor Lacy read a proclamation proclaiming September 17 through September 23, 2008, as Constitution
Week. Ms. Kim Stone a representative of Daughters of American Revolutions received the proclamation.
Mayor Lacy read a proclamation recognizing the Fiestas Mexicanas Committee for their commitment in
promoting diversity within our community.
PRESENTATION
Eastmont Metropolitan Park District Director, Dave Schwab, gave an informational summary of projects
the Park District will be able to accomplish should the bond proposal pass in the November 4, 2008,
General Election. Mayor Lacy said the City can not use City resources to endorse political issues.
However, he would offer his services to inform the public of the bond proposal issues.
The Eastmont Metropolitan Park District will ask voters on November 4, 2008, to approve a $3 million
bond issue for major repair work on East Wenatchee's Parks.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Bremmer
to draft a resolution for adoption endorsing the Eastmont Metropolitan Park District Bond Proposal,
subject to a legal determination by the City's Legal Council. The motion passed 6-0.
DEPARTMENT REPORTS
East Wenatchee Events Board
East Wenatchee Events Board Director, Dawn Collings, invited Councilmembers to attend the annual
Wings & Wheels Festival this year. She reviewed an updated schedule of events that will take place at the
Eastmont Community Park. She added that for the past few weeks Sunny FM has been broadcasting some
historical moments leading up to the festival. She said these are historical moments that Jake Ladato has

MAYORS REPORT
Mayor Lacy said there has been a delay from the SportPlex partners with regards to bringing forward a
proposed budget and conceptual ideas so that they can be presented to Council for review. He added he
will be meeting with Bud Adams next week and will hopefully have something to bring forward to
Council in the near future.
CONSENT CALENDAR
1. Consideration of Minutes — Regular Session, August 26, 2008
2. Consideration of Bills
Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt,
to approve the consent calendar as presented. The motion carried, 6-0.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has
been made available to Council.
As of this date, September 9, 2008, Council does approve warrant numbers 20614 through 20653 in the
total amount of $127,482.37. Warrant number 20619 was voided.
ACTION ITEMS
08-09-01 Request for approval of a Contract and Letter of Agreement for Professional Service
Agreement - Open Ended with Alliance Consulting.
Community Development Director said in addition to the projects listed in the packet there are two
sections of the Municipal Code she would like to get revised this year which relate to signage regulations
and the telecommunications ordinance. She added Alliance Consulting would be able to work on those
items.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Barnhart,
to approve the Contract and the Letter of Agreement with Alliance Consulting. The motion carried, 6-0.
08-09-04 Request for approval of a contract with Group Mackenzie for the East Wenatchee Needs
Assessment and City Hall Expansion.
City Attorney Devin Poulson said this contract is for the needs assessment in which the original proposal
came in at $123,000. He said Community Development Director Lori Barnett and he met with the
principles last week to review their concepts and ideas. When we told them our budget amount they came
back with a stripped down revised proposal in the amount of $44,884. Group Mackenzie have agreed to
move forward quickly so the City will know one way or the other whether they wish to exercise their
option to purchase the building across the street.
Council discussed the options available if this contract is refused. Mr. Poulson explained that it is
imperative to complete this stage of the process in order to complete the project in time for the City to
know whether it is a good idea to exercise their option to purchase the building across the street.
Ms. Barnett said that by going with another firm we are seriously undermining anyone's ability to do this
project, due to the time constraints. She said all the firms who had submitted proposals were concerned

RESOLUTION NO.2008-12
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING
RESOLUTION NO. 1999-08 TO CHANGE THE CITY'S POLICY ON CASHING OUT
ACCUMULATED SICK LEAVE.
Mayor Lacy said there have been several discussions with regards to the dissatisfaction with the
previously held policy of applying accumulated sick leave towards early retirement on a one to one basis
at 100%. He added that his interpretation is that the City can not do anything retrospectively about that
since it has been a policy of the City for many years. He added it would be effective for any new hires.
Council Action: A motion was made by Councilmember, second by Councilmember, to amend
Resolution No. 1998-08 to change the City's Policy on cashing out sick leave. The motion carried, 5-1
(Barnhart).
COUNCIL REPORTS
Councilmember Buckner submitted minutes from the Wenatchee Valley Transportation Council held on
August 14, 2008, the North Central Washington Resource Conservation & Development meeting held on
August 13, 2008, and the North Central Washington Economic Development District meeting held on
August 13, 2008.
Councilmember Raab submitted minutes from the Solid Waste Advisory Committee meeting held on
August 7, 2008, and the Storm Water Utility Management Team meeting held on July 24, 2008, and
September 4, 2008.
