Call to Order, Roll Call and Pledge of Allegiance. Motion by Councilmember Johnson to excuse Councilmember Sleiman from the meeting. Councilmember Hepner seconded the motion. Motion carried (5-0). Motion by Councilmember Hepner to excuse Councilmember Tidd from the meeting. Councilmember Johnson seconded the motion. Motion carried (5-0). 1. Consent Items: a. 6/28/2022 Teamsters Local 760, Letter of Agreement. b. DOJ Overtime Grant. Vouchers: c. Date: 7/5/2022, Checks: 57149-57194, in the amount of $409,291.62. Minutes: d. 6/21/2022 Council Meeting Minutes. Motion by Councilmember Sterk to approve consent items. Councilmember Raab seconded the motion. Motion Carried (5-0). 2. Citizen Requests/Comments. None. 3. Public Hearings: a. Mayor Crawford opened a public hearing for the Community Development Block Grant Program 2022 Annual Action Plan at 6:04 pm. Community Development Director Lori Barnett provided a staff report. Mayor Crawford opened the public comment period, no comments were received. Presentations. None 5. Department Report. None 6. Mayor’s Report. a. Mayor Crawford shared that the contractor has broken ground for the Public Works Improvement Project on City Hall Campus. Comments provided by Public Works Manager Garren Melton. 7. Action Items. a. Mayor Crawford read the first reading of Ordinance 2022-16, repealing Ordinance 2022-03, and fixing the salaries and compensation to be paid to certain officials and employees of the City of East Wenatchee for the rest of the year 2022. Mayor Crawford suspended the second reading. Comments provided by Councilmember Magdoff, Councilmember Sterk, and Councilmember Raab. Motion by Councilmember Johnson to approve Ordinance 2022-16, repealing Ordinance 2022-03 fixing, and confirming the salaries and compensation to be paid to certain employees of the City of East Wenatchee for the duration of the year 2022. Councilmember Hepner seconded the motion. Motion carried (5-0). b. Mayor Crawford read the first reading of Ordinance 2022-17, amending Chapter 4.32 of the East Wenatchee Municipal Code to rescind the tax on the privilege of conducting telephone and cellular telephone business within the city limits of East Wenatchee. Mayor Crawford suspended second reading. Motion by Councilmember Sterk to approve Ordinance 2022-17, amending Chapter 4.32 of the East Wenatchee Municipal Code to rescind the tax on the privilege of conducting telephone and cellular telephone business within the city limits of East Wenatchee. Councilmember Johnson seconded the motion. Motion carried (5-0). c. Public Works Manager Garren Melton presented Resolution 2022-25, authorizing the Mayor to execute a contract between the City of East Wenatchee and Selland Construction Inc. for the Hamilton Street Rebuild project No. 2021-02. Motion by Councilmember Hepner to approve Resolution 2022-25, authorizing the Mayor to execute a contract between the City of East Wenatchee and Selland Construction Inc. for the Hamilton Street Rebuild. Councilmember Raab seconded the motion. Motion carried (5-0). Public Works Manager Garren Melton presented Resolution 2022-27, authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and the East Wenatchee Water District, authorizing Change Order 1 on the Water Districts Steel Main Replacement at Terrace Court, Project No. 2022-07. Motion by Councilmember Sterk to approve Resolution 2022-27, authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and the East Wenatchee Water District authorizing Change Order 1 on the Water Districts Steel Main Replacement Project at Terrace Court. Councilmember Johnson seconded the motion. Motion Carried (5-0). e. Public Works Manager Garren Melton presented Resolution 2022-28, a Resolution authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and the Douglas County Sewer District for the Hamilton Street Reconstruction, project No. 2021-02. Motion by Councilmember Sterk to approve Resolution 2022-28 authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and the Douglas County Sewer District for the Hamilton Street Reconstruction project. Councilmember Magdoff seconded the motion. Motion carried (5-0). f. Public Works Manager Garren Melton presented Resolution 2022-29, authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and the East Wenatchee Water District for the Hamilton Street Reconstruction, project No. 2021-02. Comments provided by Councilmember Johnson. Motion by Councilmember Sterk to approve Resolution 2022-29 authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and the East Wenatchee Water District. Councilmember Johnson seconded the motion. Motion carried (5-0). g. Public Works Manager Garren Melton presented Resolution 2022-30, declaring Exhibit A, the list of tools and equipment as surplus to the needs of the city. Comments provided by Mayor Crawford, Councilmember Raab, and Councilmember Magdoff. Motion by Councilmember Magdoff to approve Resolution 2022-30 declaring Exhibit A, the list of tools and equipment as surplus to the needs of the city. Councilmember Sterk seconded the motion. Motion carried (5-0). 8. Council Reports & Announcements. a. Councilmember Sterk commented on the 4th of July, fireworks, and activity that lasted well beyond midnight. Mayor Crawford shared that Garren Melton secured grant funds for other road projects that freed up funds for us to complete the Terrace Court improvement Project. 9. Adjournment.
