ROLL CALL
Councilmember's Present:, Councilmember Hendricks, Councilmember Buckner, Councilmember
Johnson, Councilmember Bremmer, and Mayor Lacy.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Buckner,
to excuse Councilmember Raab from this meeting. The motion carried, 4-0.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Johnson,
to excuse Councilmember McCourt from this meeting. The motion carried, 4-0.
Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Buckner,
to excuse Councilmember Barnhart from this meeting. The motion carried, 4-0.
Staff Present: Dana Barnard, Devin Poulson, Brandon Mauseth, Lori Barnett, Nick Gerde, Joan Sims,
and Randy Harrison.

CITIZEN COMMENTS
Rachel Schleif, Education Reporter for the Wenatchee World said there have been some changes at the
Wenatchee World which have impacted their coverage of city government. She said the Wenatchee
World is in the process of hiring a new city reporter and in the interim she will be covering the Wenatchee
and East Wenatchee City Council meetings.
MAYORS REPORT
Mayor Lacy said the Washington State Auditors Office (SAO) has informed the City that draws may be a
problem for the City. He said two Washington cities have assessed fines and penalties for utilizing the
draw process without a full payroll twice a month. The SAO has suggested that draws be discontinued or
changed to a bi-monthly payroll. He said a memo has been submitted to City employees stating that the
City is considering one of these options and asked employees to respond to this issue. He added this
matter will then come to the City Council for a discussion and decision by Council.
Mayor Lacy said Finance Director/City Treasurer Nick Gerde has been working on going back over
financials, year end closing statements, and reconciliations. Mr. Gerde has been working with Small City
Specialist, Toni Nelson, from the State Auditors Office to facilitate getting our financials done since the
former City Treasurer left rather abruptly. He said the ultimate goal is to see if we can ensure the accuracy
of our past financial reporting. He added he would also like to get a more comfortable handle on our
available funds and to do a better job planning for future availability of funds for the City.
Mayor Lacy said the real issue for him is that until this work is all completed he does not feel comfortable
in responding to some of the financial questions or proposals that he has been seeing from some
Councilmembers, such as a request to consider changing the property tax split to 70/30 percent rather than

Councilmembers and staff discussed funding options of the projects and reprioritization of the projects
list.
Mayor Lacy suggested that we pass the resolution and have Infrastructure and Operations Manager
Mauseth give Council a reprioritization based on the needs of the City without regard to available current
funding and see if there is a different approach based on what he feels the prioritization should be if
funding were not an obstacle.
Mr. Mauseth said he would like to reprioritize the committed/funded project numbers 7, 16, and 21 to
position numbers 1, 2, and 3 and drop all the other projects down on the list in the proposed Six -Year TIP.
Mayor Lacy read the resolution title.
RESOLUTION NO.2008-10
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINTON, ADOPTING A
SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECTING THE
CITY CLERK TO FILE THIS RESOLUTION WITH THE SECRETARY OF
TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD FOR
THE STATE OF WASHINGTON.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Johnson,
to adopt the resolution adopting the Six -Year Transportation Improvement Program with the revision to
Exhibit A reprioritizing the following projects 7, 16, and 21 to position numbers 1, 2, and 3 and drop all
other projects down on the list. The motion carried, 4-0.
08-07-03 A resolution establishing an Agenda Bill Policy and Procedure.
City Clerk Barnard said the purpose of the resolution is to establish a method for organizing the materials
to be included on the City Council Agenda. She said this procedure should streamline the process and
reduce the time to create Council information packets.
Councilmember Johnson said he had a concern with the word final in the third paragraph where it states
"The Mayor shall have final authority over which matters shall be included upon the Agenda of the
Council". He gave an example of a past occurrence with another agency where the word final was used
and that meant that nobody could change or amend anything on the agenda. He feels that when someone
reads this they will take it literally and not allow any changes at all even though it may be a standard
practice.
Mayor Lacy suggested revising the sentence by removing the word final, from the sentence.

Council Action: A motion was made by Councilmember Johnson, second by Councilmember Bremmer,
to adopt the resolution establishing an Agenda Bill Policy & Procedure with the suggested revision. The
motion carried, 4-0.
