LACY, PRESIDING MAY 27, 2008 6:30 P.M. ROLL CALL Councilmember's Present:, Councilmember Buckner, Councilmember Raab, Councilmember Bremmer, Councilmember Barnhart, Councilmember McCourt, Councilmember Hendricks, and Mayor Lacy. Council Action: A motion was made by Councilmember Buckner, second by Councilmember McCourt, to excuse Councilmember Johnson from this meeting. The motion carried, 6-0. Staff Present: Dana Barnard, Devin Poulson, Lori Barnett, Brandon Mauseth, Catalina Garibay, Joan Sims, and Teresa Allen. PLEDGE OF ALLEGIANCE MAYORS REPORT Mayor Lacy said the Memorial Day Commemoration Ceremony held at the Evergreen Cemetery was very well attended and organized. Mayor Lacy discussed a recent newspaper article regarding the budget shortfall of the Chelan -Douglas Health District. He invited Council and City Staff to give him feedback regarding what their views are in terms of public participation by Cities as it relates to supporting or not supporting the Health District. He added he has not been approached about the issue, however, from comments in the newspaper he anticipates the Health District may ask the Cities to contribute funds. Mayor Lacy said he has interviewed five applicants of fifteen applications received for the City Treasurer Position. He added he will share his thoughts regarding the applicants with Council during Executive Session. DEPARTMENT REPORT Street Superintendent Brandon Mauseth gave an update on various Construction Projects, Maintenance Activities, Roadway, Roadside, and Stormwater which consisted of: • Kenroy School Sidewalk Improvement Project; • Rock Island Road Improvement Project; • SR 28 East Wenatchee Area Paving Project, remove City's portion of overlay at two intersections due to the increased cost of traffic control in the bid proposals; • Signal Improvements at Eastmont Avenue & Grant Road; • Climate Control in the Server Room has been completed; • ABM Janitorial Service has started service with the City; • Landscape Assistant has started with the City to assist with roadside activities; • Stormwater Retention Pond clean-up and maintenance, Pot Hole repairs; and • Stormwater Utility has purchased a Vactor truck, the street crew has starting training on its usage. CITY OF EAST WENATCHEE COUNCIL MINUTES MAY 27, 2008 Councilmember Hendricks asked what the procedure is for the City to take over payment of street lights when property is annexed into the City limits. Street Superintendent Brandon Mauseth said if a citizen requests the City to take over service the City does a site visit and if the street light meets the requirements the City would then take over payment of the service. Councilmember Raab complimented Street Superintendent Mauseth and Community Development Director Barnett for their work in getting the Johnson Subdivision to do a half street improvement to 1 Oth Street NE off of Eastmont Avenue which included curb, gutter, sidewalk, and a right turn lane. He asked Street Superintendent Mauseth to write a letter to Randy Webb, State President of the church, adjacent to the subdivision and request that they that they also install curb, gutter, and sidewalk along their property. Councilmember Raab thinks the church would complete the improvement to that side of the street if they got a request from the City to do so. Mayor Lacy said he would be happy to sign a letter to the church requesting them to continue with the half street improvement along the church property. Mayor Lacy said he was informed of a drainage problem on the corner of Eastmont Avenue and 10t' Street and asked if this had been looked at. Mr. Mauseth said that there is a slight ponding issue there as well as some elevation problems. He said Civil Engineer Martin Davy, of Pacific Engineering is working to relieve that drainage problem. The Street Department will then stripe a turn lane and a crosswalk at that intersection. Councilmember McCourt expressed concerns regarding crossing Grant road at Georgia Street. She said it has been brought to her attention and she would like to know if the City could place crosswalks at that location so that pedestrians coming from south of Grant Road could cross to the park. Mr. Mauseth said that Randy Asplund from R142 Engineering has looked into that issue and he will touch base with Mr. Asplund to find out what procedures can be taken. Council discussed different options to alleviate the situation. Mr. Mauseth said the Surface Transportation Program (STP) Grant funding process is almost complete and they will be allocating funds on June 12, 2008. Mr. Mauseth said the City submitted applications for the funding which included audible pedestrian crossing signals, a study in which the City of East Wenatchee and the City of Wenatchee will be working together for a third bridge across the Columbia River, the Grant Road Overlay Project, and matching funds to complete Kentucky Avenue. He added there have been several meetings regarding the importance of these projects. Mayor Lacy said he was in the process of setting up a meeting with one of the Douglas County Commissioners to garnish support for the Kentucky Avenue project. Councilmember Buckner said that he is a representative on that Council and gets the feeling that they do not see Kentucky Avenue as a high priority. In fact, he believes they feel the overlay on Grant Road is a higher priority than the Kentucky Avenue project. He added this is unfortunate as the City will loose STP funds for the Kentucky Avenue Project if they do not come up with some kind of a match to start that process. CONSENT CALENDAR 1.
