ROLL CALL
Councilmember's Present: Councilmember DeWitt, Councilmember Raab, Councilmember Hendricks,
Councilmember Barnhart, Councilmember Buckner, Councilmember McCourt, Councilmember Johnson,
and Mayor Lacy.
Staff Present: Dana Barnard, Linda Countryman, Lori Barnett, Bob Goodman, Catalina Garibay, Randy
Harrison, Joan Sims, and Devin Poulson.
PLEDGE OF ALLEGIANCE
DEPARTMENT REPORT
The Mayor announced that Street Superintendent Bob Goodman will be retiring in November and will be
taking time off starting in May.
Street Superintendent Bob Goodman said he has received a request from Eastmont Junior High School to
waive the fees to place a banner over Grant Road for a fundraising benefit. Mr. Goodman asked Council
if they wished to consider this request.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Raab, to
approve the waiver of fees. The motion carried, 7-0.
Mr. Goodman said he had received three estimates from contractors listed on the Small Works Roster to
repair the roof of the city shop. Mr. Goodman said he had forwarded the estimates to City's Insurance
Association of Washington and is recommending the City enter into a contract with Cusick Construction
for the repairs at a cost of approximately $33,876.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Hendricks,
to authorize the Mayor to sign a contract for the roof repairs with Cusick Construction. The motion
carried, 6-0. (Barnhart abstained)
CONSENT CALENDAR
1. Consideration of Minutes — Regular Session, February 13, 2007
2. Consideration of Bills
3. Approval of vouchers for the Wenatchee Valley Convention & Visitor's Bureau.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing that has
been made available to Council.

As of this date, February 27, 2007, Council does approve warrant numbers 18349 through 18407 in the
total amount of $80,406.49. Warrant numbers 18366, 18377, 18381, and 18390 were voided.
Council does approve payroll warrant numbers 24991 through 25082, in the total amount $265,676.30,
paid February 5, 2007, for the month of January, 2007.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt
to approve the consent calendar as presented. The motion carried, 7-0.
ACTION ITEMS
07-02-12 Approval of an addendum to the Washington State Region Seven Emergency
Management Interlocal Agreement adding the City of East Wenatchee as a member.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Johnson
to approve the addendum to the Washington State Region Seven Emergency Management Interlocal
Agreement adding the City of East Wenatchee as a member. The motion carried 7-0
07-02-13 Authorization for the Mayor to execute an Agreement with RH2 Engineering for the
purpose of design and project management to construct sidewalks on Kansas Avenue and
Jonathan Avenue between 81h Street NE and 5`h Street NE for Kenroy Elementary School.

Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Barnhart to
authorize the Mayor to execute an Agreement with RH2 Engineering for the purpose of design and

RESOLUTION
07-02-14 A resolution setting the amount of the administrative processing fee required when
applying for a Special Events Permit.
Council discussed and calculated the hours spent to process the application by city staff and decided that
the administrative processing fee should be set at $250.00
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart to
adopt the resolution setting the amount of the administrative processing fee at $250.00 which will be
required when applying for a Special Events Permit. The motion carried, 7-0.
RESOLUTION NO. 2007-01
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON,
SETTING THE AMOUNT OF THE ADMINISTRATIVE PROCESSING FEE
REQUIRED WHEN APPLYING FOR A SPECIAL EVENTS PERMIT.

ORDINANCES
07-01-02 Second reading of an ordinance amending Title 10 of the East Wenatchee Municipal
Code relating to Vehicles and Traffic and creating a new Chapter 10.56, Motorized Foot
Scooters.
Councilmember Barnhart expressed concerns of passing the ordinance. He does not feel it this is
something the city should regulate.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember DeWitt to
adopt the ordinance amending Title 10 of the East Wenatchee Municipal Code. The motion carried, 5-2.

ORDINANCE NO. 2007- 02
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, AMENDING TITLE 10
"VEHICLES AND TRAFFIC" AND CREATING A NEW CHAPTER 10.56
"MOTORIZED FOOT SCOOTERS," CONTAINING A SEVERABILITY CLAUSE,
AND ESTABLISHING AN EFFECTIVE DATE.
07-02-15 First reading of an ordinance amending Chapter 5.18 of the East Wenatchee Municipal
Code relating to, absolute prohibition on new establishments.
Mayor Lacy read first reading of the ordinance.
DISCUSSION ITEMS
07-01-03 A discussion and possible action regarding the purchase of a cover for the City owned
stage for use at events.
Council asked if the stage cover would be available in time for Classy Chassis. East Wenatchee Events
Board Director Dawn Collings said there was no guarantee that a cover would be available in time for
Classis Chassis. Council decided to revisit the issue at another time.
EXECUTIVE SESSION
At 7:20 p.m. Mayor Lacy called a twenty-five minute executive session regarding potential litigation and
personnel matters. Council reconvened at 7:35 p.m.
Councilmember McCourt said the Misawa Sister City Association extended the deadline to receive
applications for delegates to March 5th. She added if there are no Councilmembers unable attend this
year, she would like council to consider sending Executive Secretary Teresa Allen.
Council Action: A motion was made by Councilmember Raab second by Councilmember Johnson to
send Teresa Allen as delegate to Misawa, Japan. The motion carried 7-0
COUNCIL REPORTS
Councilmember Johnson said in light of the decision by the Boundary Review Board to approve the East
Wenatchee Water District annexation, he would like the City to appeal the decision.

Council Action: A motion was made by Councilmember Johnson second by Councilmember Buckner to
appeal the decision of the Boundary Review Board to approve the East Wenatchee Water District
annexation. The motion carried 5-2. (Hendricks) (McCourt, abstained)
Councilmember McCourt submitted minutes from the Chelan — Douglas Health District board meeting,
held January 22, 2007; the Housing Authority of Chelan County & The City of Wenatchee meetings, held
January 17, 2007, January 30, 2007, and February 14, 2007.
Councilmember Johnson submitted minutes from the Link Transit Board of Directors meeting held
January 16, 2007, and the Link LTAC meeting held January 25, 2007.
Councilmember DeWitt submitted minutes from Chelan — Douglas Regional Support Network meeting
held January 8, 2007.
Councilmember Raab reported the Solid Waste Advisory Committee has asked that all 2008 Project
Requests for capital projects be submitted to the program office by Friday, March 30, 2007.

ADMINISTRATIVE PROCEDURES
I. Call to Order
II. Public Hearing to consider the following
A. CPRZ#06-03 — An application submitted by Hank Lewis, Agent for Cascade Property
Ventures, LLC, for a site -specific comprehensive plan land -use designation map amendment and rezone
of 30.8 acres from Low Density Residential (RL) to Medium Density Residential (RM). The subject
property is located on the south side of 4`h Street SE and between South Jarvis Avenue and South
Kentucky Avenue in East Wenatchee, WA and is further described as being within a portion of the SE
Quarter of Section 13, Township 22 North, Range 20 East, W.M., in Douglas County, Washington. The
request includes a portion of tax parcel 73400010202.
Douglas County Staff gave an update on the process to date of the subject property.
Douglas County Commissioner Stanton opened the public hearing at 7:45 p.m.
Heather Ostensen, Cascade Property Ventures, LLC, spoke in favor of the rezone. There was no
opposition.
Commissioners Action: A motion was made by Commissioner Hunt, second by Commissioner Stanton
to approve the rezone as presented. The motion carried unanimously.
Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Johnson to
approve the rezone as presented. The motion carried, 7-0.
