CALL TO ORDER ADMINISTRATIVE PROCEDURES A. Explain Joint City Council — County Commission public meeting procedures. Mayor Lacy explained that this meeting is not a public hearing as we are operating in a quasi judicial capacity with a couple of the issues before us tonight. This meeting is for discussion based upon staff recommendations of previously held meetings of the Douglas County Planning Commission and the East Wenatchee Planning Commission and as a result we are not planning on taking testimony from the public on these issues. NEW BUSINESS Public Meetings to consider: A. CPRZ#05-01 Gary Bates, agent for Wenatchee Golf Developers, LLC, Fred & Linda Hurst, Garland Long & Carol Johnston, and Tom & Jan Harmon, has submitted a revised application for a site -specific comprehensive plan land -use designation map amendment and rezone of approximately 124 acres from Commercial Agriculture — 10 (AC10) to Rural Resource — 5 (RR5). The property is located on 8`h Street SE., between S. Nile and S. Union Streets and is further described as being in a portion of the north half of Section 20, Township 22 N, Range 21 E.W.M. The request includes tax parcels 99100000000, 22212020014, 22212020003, 22212020005, 22212020010, and 22212020007. Staff reported that the Douglas County Planning Commission recommended denial, and the City of East Wenatchee Planning Commission recommended denial. Staff added since the time of application the applicant has provided additional information in the form of a soils analysis of the property. Commissioners Action: A motion was made by Commissioner Keane, second by Commissioner Hunt to reject the recommendation of the Planning Commission and hold a public hearing at a joint City Council/County Commissioners meeting on February 27, 2007, at 7:30 p.m. The motion carried unanimously. Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson to reject the recommendation of the Planning Commission and hold a public hearing at a joint City Council/County Commissioners meeting on February 27, 2007, at 7:30 p.m. The motion carried, 7-0. B. CPRZ#06-03 — An application submitted by Hank Lewis, Agent for Cascade Property Ventures, LLC, for a site -specific comprehensive plan land -use designation map amendment and rezone of 30.8 acres from Low Density Residential (RL) to Medium Density Residential (RM). The subject property is located on the south side of 40' Street SE and between South Jarvis Avenue and South Kentucky Avenue in East Wenatchee, WA and is further described as being within a portion of CITY OF EAST WENATCHEE COUNCIL MINUTES JANUARY 23, 2007 the SE Quarter of Section 13, Township 22 North, Range 20 East, W.M., in Douglas County, Washington. The request includes a portion of tax parcel 73400010202. Staff reported that the Douglas County Planning Commission recommended approval, and the City of East Wenatchee Planning Commission recommended denial. Staff stated that both Planning Commissions must approve in favor. Therefore the recommendation to move forward is denied. Staff explained that this is for a Comprehensive Plan map amendment as well as a rezone. Commissioners Action: A motion was made by Commissioner Hunt, second by Commissioner Keane to reconsider the recommendation and hold a public hearing at a joint City Council/County Commissioners meeting on February 27, 2007, at 8:00 p.m. The motion carried unanimously. C. CPRZ#06-04 — Kinzel-DeFord. An application submitted by Jeffrey Kinzel and Gene & Diane DeFord, for a site -specific comprehensive plan land -use designation map amendment and rezone of 28.18 acres from Rural Resource — 5 (RR-5) to Rural Resource — 2 (RR-2). The subject property is located immediately north of the irrigation canal, adjacent to, and south of the Highlander Golf Course, and east of S. Nile Avenue in East Wenatchee, WA and is further described as being within a portion of the NW Quarter of Section 20, Township 22 North, Range 21 East, W.M., in Douglas County, Washington. The request includes tax parcels: 22212020002, 41100002100, 41100002205, 41100002303, and 41100002404. Staff reported that the Douglas County Planning Commission recommended denial, and the City of East Wenatchee Planning Commission recommended denial. Commissioners Action: A motion was made by Commissioner Hunt, second by Commissioner Keane to approve the recommendations of the Planning Commissions to deny the application. The motion carried unanimously. RESOLUTION No. TLS 07-OID Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to approve the recommendations of the Planning Commissions to deny the application. The motion carried, 7-0. D. CPRZ#06-05 — An application by Helnick Holdings, LLC Nick Brown, Member, for a site -specific comprehensive plan land -use designation map amendment and rezone of 1.57 acres Medium Density Residential (RM) to Neighborhood Commercial (C-N). The subject property is located at the northeast corner of Sunset Highway and 29`n Street NW and is further described as being within a portion of the SW Quarter of Section 26, Township 23 North, Range 20 East, W.M., in Douglas County, Washington. The request includes a portion of tax parcels: 40600004204, 4060004207, and a portion of 40600004207. Staff reported that the Douglas County Planning Commission recommended approval, and the City of East Wenatchee Planning Commission recommended approval.
