PLEDGE OF ALLEGIANCE
PRESENTATION
Mayor Lacy said Leann Leifer, Executive Director of the Okanogan County Transportation & Nutrition
would not be attending the meeting this evening due to weather concerns. He said a letter and fax from
Okanogan County Transportation & Nutrition requesting the City's support for the 2008 senior nutrition
program, which was included in the packet, consisted of the information needed to be considered for the
budget. He indicated this donation had not been considered by the Budget Committee, and is not included
in the proposed budget. He added this donation would not violate State Law regarding the gift of public
funds, since it supports the poor and infirm.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Barnhart,
to grant a donation to the Okanogan County Transportation & Nutrition in the amount of $900 to go
towards meals for homebound seniors in East Wenatchee. The motion carried, 7-0.
MAYORS REPORT
Mayor Lacy said the annual Christmas Tree Lighting ceremony will be held Thursday, December 61' at
6:30 p.m.
Mayor Lacy asked Councilmembers to consider which organizations or entities they wish to represent or
to serve as an alternate in 2008. He added these appointments will be made at the first meeting in January.

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has
been made available to Council.
As of this date, November 27, 2007, Council does approve warrant numbers 19440 through 19509 in the
total amount of $412,024.19. Warrant numbers 19459 and 19462 were voided.

progress has been made towards compliance of the Critical Areas Update and they have set a date of no
later than January 28, 2008, in which they anticipate completion for submittal to the City Council.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart,
to adopt the resolution establishing a schedule regarding the review and update of the Critical Area
Regulations. The motion carried, 7-0.
ORDINANCES
07-11-04 Second reading of an ordinance regarding property taxes in the proposed 2008 East
Wenatchee Budget.
Councilmembers asked questions and discussed their position regarding the 1 % property tax increase.
Mayor Lacy explained that the City budget has not been in any crisis there has been a less than optimal
carry over for several years. He said he would like to establish a trend of taking the 1 % property tax in the
event there is a need for funding. He said he has been very proud of the fact that the City has elected not
to take the increase over the past 8-9 years. However, rather than keep the tradition of not taking the 1 %
tax increase, we should move forward. He added that maybe in two to three years we may decide not to
continue taking the property tax increase.
Councilmember Buckner said the City is going to need to come up with matching funds for grants for
road projects. He said the he is not looking forward to the discussion regarding car tabs and the local
option that we are facing because the legislature has made it very clear that if we don't exercise our own
capabilities then we can forget about receiving funding from them.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart,
to adopt the ordinance regarding property taxes in the proposed 2008 East Wenatchee Budget. The

AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND AUTHORIZING
ANY INCREASE WHICH MAY BE ALLOWED IN THE AMOUNT UNDER THE
NEW CONSTRUCTION, IMPROVEMENTS TO PROPERTY AND STATE
ASSESSED PROPERTY PROVISIONS OF STATE LAW LEVYING THE GENERAL
TAXES FOR THE CITY OF EAST WENATCHEE FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2008, ON ALL PROPERTY, BOTH REAL,
PERSONAL AND UTILITY, IN SAID CITY WHICH IS SUBJECT TO TAXATION

Councilmember Hendricks said he has never been happy with the salary schedule. He said some
employees have been bumped back to the beginning of the scale even though they have been here for 20
years. In another instance, one person is at a step 4, while everyone else is at a step 15 or 16. He said one
employee is taking a pay cut in 2008. He believes the cost of living has been increased more than
necessary, and feels there .s no right answer.
Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Buckner, to
adopt the ordinance as amended fixing and confirming salaries for 2008. The motion carried, 6-1.

DISCUSSION ITEMS
07-11-12 A discussion regarding the two proposed scenarios in the proposed 2008 Preliminary
Budget for East Wenatchee for the Law Enforcement Department.
Chief Randy Harrison said the difference between the two proposals is the Police Department would add
a part-time civilian position, a Traffic Enforcement Officer, and one vehicle. He said the part-time civilian
position would free up more time for police officers. This position would be in charge of evidence
control, and would also serve as the computer administrator and take part in other duties as needed. He
added that Assistant Police Chief Ray Yarnell would fill this position after his retirement. Mayor Lacy
said the budget does not contain as many Police Officers as had been requested.
Mayor Lacy discussed with the City Council other aspects of the budget that will be changing over the
next few years. Such as, the City's obligation for reimbursement to Douglas County for revenue sharing,
purchasing vehicles rather than leasing them, and the expansion of City Hall.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember DeWitt,
to adopt the proposal of the Police Chief with respect to one new patrol officer, one new half-time civilian
position, and one police car. The motion carried, 4-3. (Buckner, Hendricks, Johnson)
Council revisited Council Bill No 07-11-11 regarding adoption of the ordinance adopting the final
budget of the City of East Wenatchee commencing January 1, 2007.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember DeWitt, to
elevate the ordinance adopting the final budget of the City of East Wenatchee commencing January 1,
2008, to second reading which includes the 2008 Salary Ordinance, the Police Department Proposal, and
the donation to Okanogan Transportation and Nutrition. The motion carried, 7-0.

Councilmember McCourt submitted minutes from the Chelan -Douglas Health District Board of Health
meeting held on October 15, 2007. She also submitted minutes from the Housing Authority of Chelan
County & the City of Wenatchee meeting held on September 27, 2007, and a special meeting held on
October 27, 2007.
Councilmember Johnson submitted minutes from the Link Transit Board of Directors meeting held on
October 16, 2007.
