Councilmember's Present:, Councilmember Barnhart, Councilmember Hendricks, Councilmember
Johnson, Councilmember Buckner, Councilmember Raab, Councilmember DeWitt, and Mayor Lacy.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson,
to excuse Councilmember McCourt, from this Council meeting. The motion carried, 6-0.
Staff Present: Dana Barnard, Lori Barnett, Joan Sims, Catalina Garibay, Brandon Mauseth, and Linda
Countryman.

CITIZEN COMMENTS
Eastmont Metropolitan Park District (EMPD) Commissioner, Fred Walk, representing the Park District
said that the EMPD has placed a $7,360,000.00 bond issue on the November 6, 2007, general election
ballot. He said the proposed 20 year bond would cost homeowners 21 cents per $1,000.00 of assessed
property value in addition to the 35 cents per $1,000 they already pay for ongoing operations of the
EMPD. He added passage of the bond by 60% of the voters in the district will allow construction of a
waterslide park, development of a new park, and improvements to existing facilities.
Mr. Walk said the water slide park would be built just south of the Eastmont YMCA Aquatic Center and
would include two waterslides, a zero depth entry to a recreation pool, and a children's play area.
Additional parking would also be part of the project. He said the new park would be built on eight acres
of donated land on Fourth Street Southeast near Clovis Point Intermediate School. The traditional
"passive" park would be the first serving the eastern part of the EMPD and would have playgrounds,
picnic shelters, a water feature, and trails. He added the Eastmont Community Park, Tedford Park and
Kenroy Park are in need of capital improvements if they are to continue to serve thousands of people each
year. Improvements would include playground equipment replacement, repairs to structures in all three
parks, and a new restroom at Kenroy Park.
PRESENTATION
Chelan Douglas Health District, Marc Marquis, Environmental Health Director gave a presentation
regarding local mosquito control. He said effective integrated pest management control requires the
following elements: Public education regarding self protection (avoidance/clothing/repellants); Source
control to eliminate breading sites; Larvaeciding to destroy developing mosquito's; and targeted
adulticiding/spraying as required to reduce excess adult insect populations.
Mr. Marquis also discussed the benefits of establishing a local Integrated Pest Management Plan and key
elements of a pest management program. He gave the city a sample package of Larvaecide control pellets
to try in local detention ponds and other areas of concern.

Ms. Lange explained the loan payments, interest payments, time lines, design work process and
approximate additional funding needing to complete the projects.
Mayor Lacy said he would like to see an analysis as to the repayment of funds before we make a decision
to authorize additional funding. He said he would like to see repayment costs prior to authorization of
specific figures.
Ms. Barnett said due to time constraints the Storm Water Utility is replacing and changing the scope of
work for the original proposal. She said that amount has not increased and the money was returned and
replaced with a new PWTFL.
Ms. Barnett said Storm Water Utility is asking for concurrence to replace the funding that was returned.
Council agreed by consensus to approve replacement funding in the amount of $42,850.00.
Councilmember Raab said with this being a large portion of work needing to be completed prior to the
Interchange work that the Washington State Department of Transportation (WSDOT) will be performing
along the highway the Storm Water Utility may be caught in a bind where pay as you go may not work.
Ms. Barnett said if we acquire a PWTFL we would be able to complete the conveyance on Valley Mall
Parkway and Highway 28 prior to WSDOT starting the Interchange Project in 2008.
Ms. Barnett asked Council to attend a Critical Areas Meeting to be held on September 5, 2007, at 6:30
p.m. at East Wenatchee City Hall. She added this will be an opportunity for City Council to discuss this
with the Douglas County Board of Commissioners.
Ms. Barnett said she has hired Greg Story Jr. as the Associate Planner.
COUNCIL REPORTS
Councilmember Barnhart submitted minutes from the Rivercom Administrative Board Meeting held on
Wednesday, July 11, 2007.
Councilmember Buckner submitted minutes from the North Central Washington Economic Development
District (EDD) Meeting and the North Central Washington Resource and Conservation Development
Council (NCW RC&D) Meeting held on July 11, 2007. He also submitted minutes from the Wenatchee
Valley Transportation Council (WVTC) Meeting held on July 12, 2007.
Councilmember Raab submitted minutes from the Storm Water Utility Management Team Meeting held
on Thursday July 19, 2007.
