LACY, PRESIDING JULY 24, 2007 6:30 P.M. ROLL CALL Councilmember's Present:, Councilmember Hendricks, Councilmember Buckner, Councilmember Johnson, Councilmember DeWitt, Councilmember Raab, Councilmember McCourt and Mayor Lacy. Council Action: A motion was made by Councilmember Raab, second by Councilmember DeWitt to excuse Councilmember Barnhart, from this Council meeting. The motion carried, 6-0. Staff Present: Dana Barnard, Teresa Allen, Lori Barnett, Devin Poulson, Joan Sims, and Brandon Mauseth. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Lacy said he would be absent for approximately three to four weeks due to surgery. He said he would be available by email or telephone. Mayor Lacy said he had met with Ted Woodard of Waste Management to further discuss the idea of a joint partnership with Waste Management and the Sportsplex regarding Recreational Development in the East Wenatchee area. He added Mr. Woodard would have a more definitive indication from Waste Management by the middle of August as to what they are willing to do in order to accommodate the endeavor. Mayor Lacy said there has not been any further progress in obtaining facts in order to make a recommendation on the expansion of City Hall. He said he intends on holding a workshop to discuss ideas and other options regarding the expansion as soon as staff has compiled the information. CONSENT CALENDAR 1. Consideration of Minutes — Regular Session, July 10, 2007 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has been made available to Council. As of this date, July 24, 2007, Council does approve warrant numbers 18964 through 19019 in the total amount of $72,539.75. Warrant numbers 18983 through 18984 were voided. This went before the Superior Court in Douglas County which ruled in favor of the City of East Wenatchee's appeal of an earlier Douglas County Boundary Review Board ruling permitting the East Wenatchee Water District to add the land to its service area. He said until that legal action concluded, Waste Management's Corporate Office was not willing to commit funds for the balance of the year as they did not know if they would be able to move forward with the expansion of the landfill due to the Water District annexation to expand the water service in that area. He added if the appeal period passes without an appeal to the Court of Appeals, Waste Management will know that the expansion can occur enabling them to continue with the GWRLRC expansion. Councilmember Raab said there will be a proposal at the next Solid Waste Advisory Committee (SWAC) meeting in which the Solid Waste will propose purchasing land to build their own transfer station and possibly go out for bid on all aspects of disposal and recycling. Mayor Lacy said he has had several discussions with Mr. Woodard and has had every indication that Waste Management is totally committed to the landfill expansion and to their long term presence in this area. Councilmember Johnson said LINK has approved a study to evaluate if the walking bridge could be used for LINK traffic. Councilmember Buckner said at the last Wenatchee Valley Transportation Council meeting there was discussion regarding recent action taken by the State to increase in car tab fees. He said the County can take action to impose the car tab tax which would directly benefit the area with regards to transportation in the area. ADJOURNMENT — 7:22 p.m. Dana Barnard City Clerk
