CONSENT CALENDAR
1. Consideration of Minutes — Regular Session, June 12, 2007
2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has
been made available to Council.
As of this date, June 26, 2007, Council does approve warrant numbers 18807 through 18910 in the total
amount of $511,450.83. Warrant numbers 18823,18835,18836,18851, and 18861 were voided.
Council does approve payroll warrant numbers 25274 through 25380 in the total amount of $275,367.81,
paid May 4, 2007, for the month of April 2007.
Council does approve payroll warrant numbers 25381 through 25475 in the total amount of $273,886.54,
paid June 5, 2007, for the month of May 2007. Payroll warrant number 25447 was voided.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart to
approve the consent calendar as presented. The motion carried, 7-0.
PUBLIC HEARING
07-06-02 A public hearing regarding the Six Year Transportation Improvement Program.
Mayor Pro Tempore DeWitt opened the public hearing at 6:26 p.m.
Interim Street Superintendent Mauseth answered Council questions regarding the ranking of street
projects, the detail of projects, and anticipated funding sources.
Council agreed by consensus to move Project Number 6 — Kentucky Avenue, 8 h Street to 4`b Street SE to
Project Number I of the Six Year Transportation Improvement Program.
Mayor Pro Tempore DeWitt closed the public hearing at 6:53 p.m.

AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING ORDINANCE NUMBER 2006-21 AND FIXING AND
CONFIRMING THE SALARIES AND COMPENSATION TO BE PAID TO
CERTAIN OFFICIALS AND EMPLOYEES OF THE CITY OF EAST
WENATCHEE DURING THE YEAR 2007.
07-06-06 First reading of an ordinance amending Chapter 17.96 of the East Wenatchee Municipal
Code, and adding Chapter 2.42 to the East Wenatchee. Municipal Code, establishing a
Hearing Examiner System to replace the existing Board of Adjustment System.
Mayor Pro Tempore DeWitt read first reading of the ordinance.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Raab, to
elevate the ordinance to second reading. The motion failed 6-1 (Hendricks).
Councilmember Hendricks said he would like to do some additional research before voting on the
ordinance.
Community Development Director Barnett said the fees have been raised to cover the cost of having a
Hearing Examiner. She said an estimated cost was included in the fee schedule. She added the Hearing
Examiner is paid only if they hear an item. The Hearing Examiner is not on staff and does not receive a
salary.
Mayor Pro Tempore DeWitt said agenda item number 07-06-07 has been removed from the agenda.
RESOLUTION
07-06-08 A resolution appointing members to the East Wenatchee Events Board.
Mayor Pro Tempore read the resolution title:
RESOLUTION NO.2007-05
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON,
APPOINTING MEMBERS TO THE EAST WENATCHEE EVENTS BOARD.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Hendricks,
to adopt the resolution establishing members to the East Wenatchee Events Board. The motion carried 7-
0.
COUNCIL REPORTS
Councilmember Wayne Barnhart submitted minutes from the RiverCom Administrative Board Meeting
held Wednesday, May 9, 2007.
