Call to Order, Roll Call and Pledge of Allegiance. 1. Consent Items: a. 4/11/2022 Signing Bonus Agreement _ Lundstrom Vouchers: b. Date:4/19/2022, Checks: 56756, 56763-56839, in the amount of $380,442.54 c. March 2022 Payroll Certification Minutes: d. 4/5/2022 Council Meeting Minutes e. 4/14/2022 Council Workshop Meeting Minutes Motion by Councilmember Tidd to approve consent items with a correction to the Workshop Meeting Minutes date of 4/14/2022. Councilmember Johnson seconded the motion. Motion Carried (7-0). 2. Citizen Requests/Comments. a. Jason Trout, TNT Fireworks Area Manager spoke to the council in opposition to a fireworks ban. 3. Presentations. a. Police Chief Rick Johnson presented Police Officer Miguel Valdez a Certificate of Recognition for 5-years of dedicated public service to the City of East Wenatchee. Comments by Councilmember Tidd and Councilmember Johnson. Department Report. a. Finance Director Josh Delay presented a February 2022 Financial Report. Comments provided by Councilmember Tidd and Councilmember Magdoff. b. Planning Manager Curtis Lillquist presented a Community Development Annual Report. Comments by Councilmember Tidd. 5. Mayor’s Report. a. Mayor Crawford read a Stand Against Racism Proclamation. YMCA NW Executive Director Rachel Todd was present to receive the proclamation. 6. Action Items. a. Assistant City Attorney Sean Lewis presented Ordinance 2022-11, amending chapter 8.16 of the East Wenatchee Municipal Code to allow sales and discharge of fireworks within the City for New Year’s and prohibit the sales and discharge of fireworks at all other times, except for licensed public displays. Motion by Councilmember Sleiman to remove Ordinance 2022-11 from the table, bringing it back for consideration. Councilmember Raab seconded the motion. Motion carried (5-2 Sterk, Johnson). Motion by Councilmember Sleiman to approve Ordinance 2022-11, amending Chapter 8.16 of the East Wenatchee Municipal Code to allow the sales and discharge of fireworks within the City for New Year’s and prohibit the sales and discharge of fireworks at all other times as presented. Councilmember Tidd seconded the motion. Comments provided by Councilmember Sterk Motion by Councilmember Sterk, amending the current motion to update the City Code prohibiting aerials allowing for stricter enforcement and to remove the fireworks ban. Councilmember Johnson seconded the motion. Amended motion failed (3-4 Hepner, Tidd, Magdoff, Sleiman). Comments provided by Councilmember Tidd and Mayor Crawford. Council reconsidered the original motion by Councilmember Sleiman to approve Ordinance 2022-11, amending Chapter 8.16 of the East Wenatchee Municipal Code to allow the sales and discharge of fireworks within the City for New Year’s and prohibit the sales and discharge of fireworks at all other times as presented. Councilmember Tidd seconded the motion. Motion carried (5-2 Sterk, Johnson). Comments by Councilmember Johnson.
