LACY, PRESIDING JUNE 12, 2007 6:30 P.M. ROLL CALL Councilmember's Present:, Councilmember Buckner, Councilmember Raab, Councilmember DeWitt, Councilmember Hendricks, and Mayor Lacy. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Hendricks to excuse Councilmember Johnson, from this Council meeting. The motion carried, 4-0. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Buckner to excuse Councilmember Barnhart, from this Council meeting. The motion carried, 4-0. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to excuse Councilmember McCourt, from this Council meeting. The motion carried, 4-0. Staff Present: Dana Barnard and Lori Barnett. MAYOR'S REPORT Mayor Lacy said at this time he is not ready to make a recommendation with respect to expansion of City Hall property. He said it is clear what we can do and what it would cost to purchase space across the street but it is not clear whether other options such as purchasing property east of City Hall are good ideas. Therefore he has asked staff to look at it from their point of view and tell him what they would recommend and why in relation to those things. CONSENT CALENDAR 1. Consideration of Minutes — Regular Session, May 22, 2007 2. Consideration of Bills 3. Set June 26, 2007, as the date for a public hearing regarding the Six Year Transportation Program. Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded in a listing, which has been made available to Council. As of this date, June 12, 2007, Council does approve warrant numbers 18763 through 18806 in the total amount of $459,275.16. Council Action: A motion was made by Councilmember Raab, second by Councilmember DeWitt to approve the consent calendar as presented. The motion carried, 3-1. Mayor Lacy said the City Council may revisit ordinances, resolutions and policies and bring them forward for revisions. Council discussed having a workshop with staff regarding the expansion of City Hall property to forecast future needs of the City resulting in the need for additional office space and meeting space. Mayor Lacy added he would like to bring in a Certified Public Accountant to analyze this from the standpoint of its effects on the City budget. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Raab, to authorize the Mayor to hire a Certified Public Accountant to analyze the financial parameters the city would face in the event they decide to purchase additional space. The motion carried 4-0. Councilmember John Dewitt submitted minutes from Chelan -Douglas Regional (CRSN) and Developmental Disabilities (DD) Governing Board meeting held May 7, 2007. Councilmember George Buckner submitted minutes from the North Central Washington Economic Development District (EDD) meeting held May 9, 2007; the North Central Washington Resource Conservation & Development meeting held May 9, 2007, and the Wenatchee Valley Transportation Council meeting held May 10, 2007.
