LACY, PRESIDING APRIL 10, 2007 6:30 P.M. ROLL CALL Councilmember's Present: Councilmember McCourt, Councilmember Barnhart, Councilmember Hendricks, Councilmember Johnson, Councilmember Buckner, Councilmember Raab, Councilmember DeWitt, and Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Lori Barnett, Randy Harrison, and Devin Poulson. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation proclaiming the week of April 29, 2007 — May 5, 2007, as Native Plant Appreciation Week. PRESENTATION Wenatchee Valley Convention and Visitors Bureau (WVCVB), Executive Director Roger Clute, reviewed the 2006 annual report. He also reviewed the direct return on investment for the City of East Wenatchee by looking at everything that was a direct benefit to tourism in East Wenatchee. DEPARTMENT REPORT Community Development Director Barnett said City staff and Council have formerly discussed a Hearing Examiner process. She said the obstacle that has delayed this process is that the current fee structure would not support hiring a Hearing Examiner. Ms. Barnett submitted a comparison of our current fees and fees of other local jurisdictions. She said that by adopting a new fee structure the City would re -coupe actual costs from the permit fees which would include mailings, publications and a Fire Marshall service fee, and would eliminate the City's expense of these items. Mayor Lacy said he would like Ms. Barnett to submit a draft of a new fee structure for Council review. MAYOR'S REPORT Mayor Lacy said he attended a meeting today with Blodgett Construction and Community Development Director Barnett regarding the former school property across the street. He said they discussed what the cost to the City would be if a portion of that property was purchased for the purpose of relocating some of the City departments. He added the City has established a significant need for more space as we have out grown the space we currently have. He said a presentation for Chelan County and Douglas County will be held on April 18, 2007, from 1:00 to 4:00 p.m. at the Confluence Technology Center. He added that another presentation will be held in Okanogan County at the Omak City Hall on April 19, 2007, from 9:00 a.m. to 12:00 p.m. Councilmember Buckner encouraged Councilmembers to attend one of these presentations to learn about this technology, which provides for decision making of future development. Councilmember Buckner submitted minutes from the North Central Washington Economic Development meeting held March 14, 2007. He also submitted minutes form the Wenatchee Valley Transportation Council meeting held March 8, 2007. Councilmember DeWitt submitted minutes from the Chelan — Douglas Regional Governing Board meeting held March 12, 2007. Councilmember Barnhart reported that RiverCom will be holding an awards ceremony during the Police Department training session tomorrow at 4:00 p.m. He invited City Councilmembers to attend.
