ROLL CALL
Councilmember's Present: Councilmember Hendricks, Councilmember Buckner, Councilmember
Johnson, Councilmember DeWitt, Councilmember Raab, Councilmember McCourt, Councilmember
Barnhart and Mayor Lacy.

CITIZEN COMMENTS
Allisa Clardy, 390 NE 13TH Street, East Wenatchee, said she wanted to address Ordinance 07-02, relating
to motorized foot scooters passed by the City Council on February 27, 2007. She said her issue addresses
Section 10.56.150 (A) stating that no person shall operate a motorized foot scooter within the City
without having a valid driver's license on his or her person. She stated that on many occasions her son
uses his scooter for transportation to and from school activities. She said she would like this section
changed, making the minimum age 12 years old, in order to operate a motorized foot scooter. She asked
Council to review the ordinance and consider making this change.
Mayor Lacy said he would bring the ordinance back to the next Council meeting for review.
MAYOR'S REPORT
Mayor Lacy said he received a letter from the East Wenatchee Events Board (EWEB) requesting a waiver
of Administrative Fees for a Special Events Permit for the Les Schwab Classy Chassis Parade and Car
Show. He said this letter arrived after the Council packets had been sent out and he would be adding this
item to the consent calendar.
Mayor Lacy said legislation clarifying the use of existing lodging tax revenues for tourism promotion has
not passed legislation. He said if the law does pass it may take care of how the City funds the Wenatchee
Valley Convention and Visitors Bureau (WVCVB). However, it may not resolve the issue of funding for
the East Wenatchee Events Board (EWEB). He added, if that occurs the City may need to consider adding
a City Department promoting City events.
Mayor Lacy said a couple of meetings have been held by downtown business owners in an effort to create
a Downtown Association in East Wenatchee. He said one of the ideas that have come from those
meetings is that they would like to have a mural of the Miss Veedol painted on the south wall of the
building facing the City owned parking lot. The group has suggested asking the City to pay for
resurfacing the wall, and then seek community support, possibly through the High School Art Department
to paint the mural.

Community Development Director Barnett said she would like to add to that proposal. She said the
downtown parking lot is very dark even with the lights that are placed there. She said she has met with
Street Superintendent Goodman regarding placement of additional lighting in the parking lot and they are
exploring the possibility of placing two high sodium lights on the building facing the parking lot for better
illumination. She added the owner of the building has expressed interest in promoting the City Theme by
placing the Miss Veedol mural on the wall and would also allow additional lighting for the parking lot to
be placed on the building.
Mayor Lacy said the Douglas County Commissioners have made a request for a joint meeting with the
East Wenatchee City Council on April 25, 2007, to consider the airport overlay. He said that since this
area is outside the Urban Growth Area and the City will not be significantly affected whether the project
moves forward or not, he is suggesting the City Council inform the Douglas County Commissioners that
the City will not be involved with this process. Council agreed by consensus to decline the request for a
joint meeting and allow the Douglas County Commissioners to move forward with the process.
Councilmember Johnson said he feels very passionate about making a statement that the City of East
Wenatchee supports the airport. Councilmember Barnhart suggested taking a stance on the growth of the
airport dealing with the expansion of the runway at the next Council meeting. Mayor Lacy said he would
have the City Attorney prepare a proposed resolution supporting the expansion of the airport runway for
Council to consider at the next Council meeting.
CONSENT CALENDAR
1. Consideration of Bills
2. Approval of vouchers for the Wenatchee Valley Convention & Visitor's Bureau.
3. Approval of a waiver of Administrative Fees for a Special Events Permit for the
Les Schwab Classy Chassis Parade and Car Show.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing that has
been made available to Council.
As of this date, March 27, 2007, Council does approve warrant numbers 18469 through 18517 in the total
amount of $95,000.01. Warrant number 18487 was voided.
Council does approve payroll warrant numbers 25083 through 25177, in the total amount of $265,281.61,
paid March 5, 2007, for the month of February, 2007.
Council Action: A motion was made by Councilmember Johnson, second by Councilmember Barnhart to
approve the consent calendar as presented. The motion carried, 7-0.
ACTION ITEMS
07-03-03 Approval of an Interlocal Agreement between Eastmont School District #206 for the
Kenroy School Sidewalk Project.
Street Superintendent Goodman said City Council previously approved the amount the City would fund
towards the project and also the contract with RH2 Engineering for design and construction management.

He said the School District would then, through the grant they had obtained, contribute the remaining
portion of the funding if it goes over what the budgeted amount would be when they get the bids.
Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Johnson for
the approval if an Interlocal Agreement between Eastmont School District #206 for the Kenroy School
Sidewalk Project. The motion carried, 7-0.
07-03-04 Authorization for the Mayor to sign a Supplemental Agreement with R142 Engineering
relating to the additional work necessary to finish construction administration and
inspection for the Central Business District project.
Councilmember Johnson asked if it is common to have multiple supplements. Street Superintendent
Goodman responded that it is common to have multiple supplements and explained the process for which
they occur. Mr. Goodman said that at this time it looks as though the project may be over budget due to
the bid amounts on the project. He added he is trying to get additional funding for the project.
Mayor Lacy explained the Street budget process stating that there are several street projects contemplated
and planned every year and there is a total amount in the budget for all those projects. He said if one
project runs over we may look to funds that are in the budget and it may curtail how fast we moved
forward with another project. This may impact decisions made in terms of moving forward on another
project.
Councilmember Barnhart asked Bob Goodman if these projects will be tied up prior to his leave for
retirement. Bob Goodman assured Council that he is committed to ensuring that everything is in place and
taken care prior to his leave.
Mr. Goodman updated Council on the paving portion of the Central Business District Project, stating that
paving would begin the first week of April.
Councilmember Hendricks expressed concerns regarding the length of time it is taking to complete the
Central Business District Project. Mr. Goodman explained the summary of payments portion of the
supplemental agreement and stated that the contractor is looking to have substantial completion by that
date.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Buckner
for the Mayor to sign a Supplemental Agreement with RH2 Engineering relating to the additional work
necessary to finish construction administration and inspection for the Central Business District project.
The motion carried, 6-1. (Hendricks)
EXECUTIVE SESSION
At 7:10 p.m. Mayor Lacy called a fifteen minute executive session. Council reconvened at 7:18 p.m.
COUNCIL REPORTS
Councilmember Buckner said at the last Economical Development District (EDD) meeting a presentation
was given by MetroQuest, a Canadian group which have been working on a computer modeling concept
since 1995. The software is an interactive planning support tool that evaluates alternative future scenarios
on the fly, facilitates the creation of sustainable visions, and supports the implementation of smarter plans.
He added the EDD and the Resource Conservation and Development (RC&D) have asked MetroQuest to

come back to give additional presentations. A presentation for Chelan County and Douglas County will
be held on April 18, 2007, from 1:00 to 4:00 p.m. at the Confluence Technology Center. He added
another presentation will be held in Okanogan County at the Omak City Hall on April 19, 2007, from
9:00 a.m. to 12:00 p.m. Councilmember Buckner encouraged Councilmembers to attend one of these
presentations to learn about this technology.
Councilmember McCourt updated Council on the Chelan County — City of Wenatchee Housing Authority
project, Vista del Rio.
Councilmember Johnson said he has made a commitment to be on the Association of Washington Cities
nominating committee again this year and will be attending the conference in June. He said if Council
wishes to submit any input he would be happy to listen to that. He added the conference will be held in
Tacoma this year.
Councilmember Johnson said LINK will be holding a retreat on April 27, 2007. He said he has been
elected Vice Chair which is a semi commitment to be Chair in 2008.
Mayor Lacy said he received a notice from Mayor Suzuki, Misawa, Japan stating that due to a conflict in
his schedule he will not be coming with the delegation this year for the Apple Blossom Festival.
Mayor Lacy said Councilmember McCourt will be leading the delegation of 16 students and 4 adults on
the trip to Misawa, Japan this year.
Mayor Lacy said he received a letter from Robert Berkley and his wife Jacquelyn, encouraging the City to .
promote East Wenatchee as a place to build and or relocate businesses. Mayor Lacy said the City does not
take an active role in recruiting businesses to the area and suggested the City may want to consider
thinking of this type of position during the next budget process.
Councilmember McCourt submitted minutes from the Chelan -Douglas Health District, Board of Health
meeting held February 26, 2007.
Councilmember Buckner submitted minutes from the Wenatchee Valley Chamber of Commerce,
Committee meeting held March 15, 2007.
