LACY, PRESIDING MAY 2, 2006 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember DeWitt, Councilmember McCourt, Councilmember Buckner, Councilmember Aiken, Councilmember Johnson, Councilmember Raab, Councilmember Hendricks and Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, and Teresa Allen. PLEDGE OF ALLEGIANCE EXECUTIVE SESSION To evaluate the qualifications of an applicant for public employment. Mayor Lacy said the purpose of the executive session is to discuss the hiring a City Attorney and to evaluate the qualifications of an applicant for public employment. At 6:35 p.m. Mayor Lacy called a fifteen minute executive session regarding evaluation of qualifications of an applicant for public employment. At 6:55 p.m. the executive session was extended an additional ten minutes. At 7:05 p.m. the executive session was extended an additional 10 minutes. Council reconvened at 7:15 p.m. POSSIBLE ACTION Mayor Lacy reviewed a memo submitted by City Treasurer Countryman regarding salaries and benefits for a City Attorney, a part time Paralegal, and a part time Clerical position to be shared between the City Clerk and Municipal Court Departments. These figures are taken from the current budget and anticipations for 2007. Mayor Lacy said he is proposing that An annual salary of $65,000 in 2006 for the City Attorney. This would require the City to pay $32,502 in salary and $11,215 in benefits for the balance of 2006. He said he is not proposing we hire a Paralegal for the remainder of 2006. He said that there will be transitional work to be done and anticipates continuing to utilize the services of Ogden Murphy Wallace during the transition period. He added the total anticipated budget for the year with these expenditures and salaries would be approximately $100,000. This is a $40,000 savings over the 2006 budgeted amounts for contracted attorney and in-house attorney. Mayor Lacy said he is proposing that the salary for the City Attorney increase after one year which would be June 2007, to $75,000. He added by having an In House Attorney the City will save approximately $25,000 to $30,000 a year starting in 2007. He said an In -House Attorney will be available 8 hours a day 40 hours a week, whereas in the past we have had good service, but not that amount of time dedicated to the City.
