LACY, PRESIDING APRIL 25, 2006 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Johnson, Councilmember DeWitt,. Councilmember Raab, and Mayor Lacy. Councilmember Hendricks, Councilmember McCourt, and Councilmember Aiken were excused. Council Action: A motion was made to excuse Councilmember Hendricks from this Council Meeting by Councilmember DeWitt, second by Councilmember Buckner. The motion carried, 4-0. Council Action: A motion was made to excuse Councilmember McCourt from this Council Meeting by Councilmember Raab, second by Councilmember Johnson. The motion carried, 4-0. Council Action: A motion was made to excuse Councilmember Aiken from this Council Meeting by Councilmember Johnson, second by Councilmember DeWitt. The motion carried, 4-0. Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett, Teresa Allen and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation declaring the week of April 30 — May 6, 2006, as Native Plant Appreciation Week. MAYOR'S REPORT Mayor Lacy said the City of East Wenatchee will host a Welcome Reception at East Wenatchee City Hall for the visiting Misawa Sister -City Delegation on Thursday, May 41h, at 4:30 p.m. Mayor Johnson, City of Wenatchee, will participate in the welcome for the delegates. Mayor Lacy asked Council to participate. DEPARTMENT REPORT Police Department Comprehensive Emergency Management Plan Police Chief Harrison asked Council to review the Comprehensive Emergency Management Plan. He said if you want to look more into emergency management you can visit the Federal Emergency Management Agency (FEMA) website. (Steven C. Lacy, Mayor) Carl Knowles, 10`s Street NE, East Wenatchee, said he was shot in the leg by a friend's brother and it hurt quite a bit. Mayor Lacy said we may want to take the 25 foot rule out of the ordinance and make people more accountable for their actions. Council discussed changing the code to read the same as the sample ordinance from Newcastle, adding any person who aims any firearm, whether loaded or not, air gun, deadly missile or other weapon at or towards any other person within the city, or who willfully discharges a firearm, air gun, or other weapon, or throws or launches any deadly missile or other weapon, in any public place or in any place where there is a reasonable likelihood that humans, domestic animals, or property will be jeopardized within the city is guilty of a misdemeanor. Council also discussed penalties for someone not complying with the law. COUNCIL REPORTS Councilmember Johnson said LINK Transit is asking participating jurisdictions for a letter of support in regards to overly broad amendments to Docket OST-2006-23985 for public transit. Councilmember Johnson reviewed some of the concerns LINK has regarding the amendments. Council Action: A motion was made to authorize the Mayor to sign a letter of support in regards to Docket OST-2006-23985 by Councilmember Johnson, second by Councilmember DeWitt. The motion carried, 4-0. Councilmember Raab submitted a report in regards to the RiverCom meeting he attended on Wednesday, April 12, 2006; A Storm Water Utility Meeting he attended on Tuesday, April 20, 2006; a Douglas County Solid Waste Advisory Meeting he attended on Thursday, April 20, 2006; and the Douglas County Regional Council meeting he attended on Tuesday, April 25, 2006. Councilmember Buckner said he attended a Council of Governments Meeting in which they discussed Animal Control, Impact Fees, and Storm Water Utility. Councilmember Hendricks submitted minutes from the Wenatchee Valley Transportation Council meeting held March 9, 2006. Councilmember Johnson submitted minutes from the LINK Transit Board of Directors meeting held March 21, 2006 and minutes from the Economic Development District meeting held March 8, 2006. Councilmember DeWitt submitted minutes from the Chelan Douglas Regional Support Network meeting held March 6, 2006. Councilmember McCourt submitted minutes from the Chelan Douglas Health District meeting held February 27, 2006 and minutes from the Housing Authority of Chelan County & the City of Wenatchee meeting held February 23, 2006.
