Consent Items: Vouchers: a. Date: 4/5/2022, Checks: 56450-56499, 56726-56755, in the amount of $391,104.28. Minutes: b. 3/15/2022 Council Meeting Minutes. Motion by City Council to approve agenda, vouchers, and minutes from previous meetings. 2. Citizen Requests/Comments. The “Citizen Comments” period is to provide the opportunity for members of the public to address the Council on items not listed on the agenda. The Mayor will ask if there are any citizens wishing to address the Council. When recognized, please step up to the microphone, give your name and mailing address, and state the matter of your interest. If your interest is an agenda item, the Mayor may suggest that your comments wait until that time. Citizen comments will be limited to three minutes. 3. Presentations. a. Douglas County PUD Update presented by Douglas County PUD General Manager Gary Ivory. 4. Department Report. None. 5. Mayor’s Report. a. Miguel Valdez 5-Years Public Service Award – Certificate of Recognition. b. Sergio Martinez 5-Years Public Service Award – Certificate of Recognition. c. City of East Wenatchee Proclamation ending the Civil Emergency declaration. d. 2022 Misawa Japan trip has been canceled. e. Flywheel Investment Conference tickets for May 19, 2022. f. Annexation Letter mailing. Action Items. a. First reading of Ordinance 2022-11, amending chapter 8.16 of the East Wenatchee Municipal Code to allow sales and discharge of fireworks within the City for New Year’s and prohibit the sales and discharge of fireworks at all other times, except for licensed public displays – Sean Lewis, Assistant City Attorney. Request to suspend the second reading of Ordinance 2022-11. Motion by the City Council to approve Ordinance 2022-11, amending chapter 8.16 of the East Wenatchee Municipal Code to allow sales and discharge of fireworks within the City for New Year’s and prohibit the sales and discharge of fireworks at all other times, except for licensed public displays as presented herein. b. Resolution 2022-12, authorizing the Mayor to execute an agreement between the City of East Wenatchee and the City of Wenatchee for use of the City of Wenatchee Decant Facility – Garren Melton, Public Works Manager. Motion by the City Council to approve Resolution 2022-12, authorizing the Mayor to execute an agreement between the City of East Wenatchee and the City of Wenatchee for use of the City of Wenatchee Decant Facility. c. Resolution 2022-13, authorizing the Mayor to execute a consultant agreement between the City of East Wenatchee and RH2 Engineering for the Grant Road Preservation and Rehabilitation Projects 2021-05 and 2021-06 – Garren Melton, Public Works Manager. Motion by the City Council to approve Resolution 2022-13, authorizing the Mayor to negotiate and sign a consultant agreement with RH2 Engineering, contingent on WSDOT approval. d. Resolution 2022-17, authorizing the Mayor to execute an Interlocal Agreement between the City of East Wenatchee and Douglas County for Douglas County to develop an Emergency Management Plan and provide services required under RCW 38.52 on behalf of East Wenatchee– Sean Lewis, Assistant City Attorney. Motion by the City Council to approve Resolution 2022-17, authorizing the Mayor to sign an Interlocal Agreement between the City and Douglas County for Emergency Management Planning Services. e. Resolution 2022-18, authorizing the Mayor to execute contract supplement #3 between the City of East Wenatchee and ARC Architects for additional design and estimating services associated with the East Wenatchee City Hall Campus Improvements Project Number 2019-11 – Garren Melton, Public Works Manager. Motion by the City Council to approve Resolution 2022-18, authorizing the Mayor to execute supplemental agreement #3 with ARC Architects for additional design services as presented. City Hall Campus Improvements Project Number 2019-11, Notice of Award to apparent low bidder, Halme Builders, Inc., $5,415,122.00 – Garren Melton, Public Works Manager. Motion by City Council to award the City Hall Campus Improvements Project Number 2019-11 construction bid to Halme Builders, Inc., in the amount of $5,415,122.00. 7.
