Motion by Councilmember Tidd to approve consent items as presented.
Councilmember Raab seconded the motion. Motion carried (6-0).
Councilmember Hepner joined the meeting at 6:11 p.m.

5. Mayor’s Report.
a. Finance Director Josh DeLay introduced new employee, Accounting Technician Diana
Sanchez to the City Council.
b. Mayor Crawford provided an update regarding the Coronavirus State and Local
Fiscal Recover Funds (SLFRF) program, a part of the American Rescue Plan. The
Committee will review the rules as to how to use those funds appropriately and
notify the Council and when the ARP Committee will be ready to meet again.
c. The East Wenatchee City Council has been invited to attend the annual Sage
fundraiser event taking place on Saturday, March 26, 2022. Councilmember Sleiman
will be attending.
6. Action Items.
a. Planning Manager Curtis Lillquist presented a first reading of Ordinance 2022-05,
amending the Land Use Designation Map of the Greater East Wenatchee Area
Comprehensive Plan to change the designation of certain property from Residential
Medium to Residential High Density/Office.
Mayor Crawford suspended the second reading.
Comments provided by Councilmember Tidd, Councilmember Magdoff and
Councilmember Sterk.
Motion by Councilmember Tidd to accept the planning commission
recommendation and approve Ordinance 2022-05 amending the Greater East
Wenatchee Area Comprehensive Plan as presented. Councilmember Magdoff
seconded the motion. Motion carried (7-0).
b. Planning Manager Curtis Lillquist presented a first reading of Ordinance 2022-06
amending the Official Zoning Map of the City of East Wenatchee to change the
zoning of certain property from Residential Medium to Residential High
Density/Office.
Mayor Crawford suspended the second reading.
Comments provided by Councilmember Tidd, Councilmember Magdoff and
Councilmember Sterk.
Motion by Councilmember Tidd to accept the planning commission
recommendation and approve Ordinance 2022-06 amending the official zoning
map of the City of East Wenatchee as presented. Councilmember Magdoff
seconded the motion. Motion carried (7-0).

amending the Capital Facilities Plan and the Pangborn Airport section of the Greater
East Wenatchee Area Comprehensive Plan.

Motion by Councilmember Tidd to accept the planning commission
recommendation and approve Ordinance 2022-07 amending the Greater East
Wenatchee Area Comprehensive Plan as presented. Councilmember Sleiman
seconded the motion. Motion carried (7-0).
d. Planning Manager Curtis Lillquist presented a first reading of Ordinance 2022-08,
amending Title 16 Subdivisions, Title 17 Zoning, Section 18.12E.030 Critical Areas –
Aquifer Recharge Areas – Designation, and Section 19.11 Definitions.
Mayor Crawford suspended the second reading.
Motion by Councilmember Sterk to accept the planning commission
recommendation and approve Ordinance 2022-08 amending the East Wenatchee
Municipal Code Title 16 Subdivisions, Title 17 Zoning, Section 18.12E.030 Critical
Areas – Aquifer Recharge Areas, and Section 19.11 Definitions as presented.
Councilmember Sleiman seconded the motion. Motion carried (7-0).
e. Assistant City Attorney Sean Lewis presented a first reading of Ordinance 2022-04,
amending to chapter 9.12 of the East Wenatchee Municipal Code to include mayoral
authority to ban sales and discharge fireworks within the City under certain
conditions.
Mayor Crawford suspended the second reading.
Comments provided by Councilmember Sterk, Councilmember Sleiman,
Councilmember Johnson, Councilmember Magdoff and Mayor Crawford.
Motion by Councilmember Sleiman to approve Ordinance 2022-04 amending
chapter 9.12 of the East Wenatchee Municipal Code to include mayoral authority
to ban sales and discharge of fireworks as presented. Councilmember Johnson
seconded the motion. Motion carried (6-1 Sterk).
f. Assistant City Attorney Sean Lewis presented a first reading of Ordinance 2022-09,
amending chapter 8.16 of the East Wenatchee Municipal Code to prohibit sales and
discharge of fireworks within the City, except for licensed public displays.
Mayor Crawford suspended the second reading.
Comments provided by Councilmember Magdoff and Councilmember Hepner.
Motion by Councilmember Sleiman to approve Ordinance 2022-09 prohibiting the
sale and discharge of fireworks within the City, except for licensed public displays.
Councilmember Raab seconded the motion. Motion failed to pass (3-4 Sterk,
Hepner, Johnson, Tidd).

amending chapter 8.16 of the East Wenatchee Municipal Code to allow sales and
discharge of fireworks within the City for New Year’s, and prohibit the sales and
discharge of fireworks at all other times.
Mayor Crawford suspended the second reading.
Comments provided by Councilmember Sterk, Councilmember Sleiman,
Councilmember Johnson, Councilmember Magdoff and Mayor Crawford.
Motion by Councilmember Tidd to approve Ordinance 2022-10 allowing the sale
and discharge of fireworks within the City for New Year’s and prohibit the sales
and discharge at all other times. Councilmember Hepner seconded the motion.
Motion failed to pass (3-4 Magdoff, Sterk, Sleiman, Raab).
h. Assistant City Attorney Sean Lewis presented Resolution 2022-15 authorizing the
Mayor to execute an Agreement between Pacific Security and the City of East
Wenatchee for Security Services.
Motion by Councilmember Magdoff to approve Resolution 2022-15 authorizing the
Mayor to execute an agreement between Pacific Security and the City of East
Wenatchee for Security Services as presented in Exhibit A. Councilmember Johnson
seconded the motion. Motion carried (7-0).
i. Community Development Director Lori Barnett presented Resolution 2022-16
amending the 2022-2027 Six-Year Transportation Improvement Program (TIP)
previously adopted by Resolution 2021-09.
Motion by Councilmember Tidd to approve Resolution 2022-16 amending the 2022-
2027 Six-Year Transportation Improvement Program (TIP) as presented.
Councilmember Sleiman seconded the motion. Motion carried (7-0).
7. Council Reports & Announcements.
a. Councilmember Raab expressed concern regarding rocks at the divider of 9th Street
in front of City Hall and asked for them to be removed.
b. Councilmember Tidd shared that the Link Transit Council’s public hearing regarding
the July 2022 Phase I Service Plan was tabled for further consideration.
c. Mayor Crawford announced that the Chelan Douglas Health District staff has
received the Secretary’s Award for public health service in Washington State.
d. Councilmember Sleiman shared that the Wenatchee Valley Chamber of Commerce
Annual Banquet is scheduled on March 31, 2022. The Chambers Business After
Hours event is scheduled at the Wenatchee Valley College Foundation on March 24,
2022. Councilmember Sleiman also shared that the Chamber has hired their new
Executive Director, Steve Wilkinson.
