ROLL CALL
Councilmembers Present: Councilmember McCourt Councilmember Raab, Councilmember Johnson,
Councilmember Hendricks and Mayor Pro-Tem DeWitt. Councilmember Aiken, Councilmember
Buckner, and Mayor Lacy were excused.
Council Action: A motion was made to excuse Councilmember Aiken, from this Council Meeting by
Councilmember Raab, second by Councilmember Hendricks. The motion carried, 5-0.

PLEDGE OF ALLEGIANCE
PRESENTATION
Chelan Douglas Health District Administrator Barry Kling and Regional BT Coordinator Chuck Johnson
gave a presentation on the possibility of a flu pandemic. The presentation showed statistical information
which included out patient care, intensive care, and fatalities of a mild to moderate pandemic in Chelan
and Douglas Counties. He said the Bird Flu is a new virus and there is not enough vaccines and anti viral
drugs to treat the population. Mr. Johnson provided a check list of procedures that would be extremely
helpful to government agencies and organizations; he discussed what individuals can do to help prevent
passing the virus to other individuals.

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, February 28, 2006, Council does approve warrant number 16744 through 16818 in the
total amount of $115,379.29. Warrant numbers 16764 and 16781 were voided.
Council does approve payroll warrant numbers 23039 through 23125 in the total amount of $210,328.92,
paid February 3, 2006, for the month of January.

CITY OF EAST WENATCHEE COUNCIL MINUTES FEBRUARY 28, 2006
ORDINANCE NO. 06-04
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON ADOPTING
THE FINAL BUDGET OF THE GREATER EAST WENATCHEE STORM WATER
UTILITY FOR THE FISCAL YEAR COMMENCING ON JANUARY 1, 2006, AND
APPROVING THE ORDINANCE SUMMARY FOR PUBLICATION.
Council Action: A motion was made to elevate the ordinance adopting the final budget of the Greater
East Wenatchee Storm Water Utility for the fiscal year commencing January 1, 2006 by Councilmember
Hendricks, second by Councilmember Raab. The motion carried, 5-0.

DEPARTMENT REPORT
Community Development Director Barnett said Douglas County and the Cities of Bridgeport, Rock
Island, and East Wenatchee are joining together to update the Douglas County Regional Shoreline Master
Program. She invited Council to participate in an open house and visioning workshop to be held at East
Wenatchee City Hall on March 15, 2006. There will also be a listening post at Wenatchee Valley Mall on
March 31, 2006 from 1:00 - 6:00 p.m., and April 1, 2006 from 10:30 a.m. to 4:00 p.m.
Community Development Director Barnett said at a meeting last night the Planning Commission held a
public hearing on the update of the Comprehensive Plan. She said the County would like to have a
workshop on Monday, March 20`h at 6:00 p.m. this will be a workshop with both Planning Commissions
so that they can explain where we have gone with this process and what their recommendation are with
regard to amendments to the Comprehensive Plan. These meetings will be held at East Wenatchee City
Hall. She said a public meeting will be held during the March 28`h City Council Meeting to take final
action on the Planning Commission's recommendation.
Community Development Director Barnett said the annexation certification mailed to the Office of
Financial Management on January 27, 2006. She said the number of housing units totaled 1220 and the
population in the area totaled 3080.
RESOLUTION
06-02-07 A resolution accepting the Douglas County Treasurer's proposed method of payment of
road district taxes in the newly annexed territories of the City.
Councilmember Hendricks said based on the RCW the County Treasurer is only required to remit to the
Code City those roads taxes collected thirty days or more days after receipt of notification and wanted to
know what it means.
Community Development Director Barnett said we are required by state law to notify the County thirty
days before the effective date of an annexation. If the County was given a thirty day notice then they are
to remit all road taxes paid after that effective date. The City gave the County the notice on December 16,
2005 and the annexation was effective January 23, 2006. The City met the required deadline.
City Treasurer Countryman said this is the same procedure used in the last annexation.
