ROLL CALL
Councilmembers Present: Councilmember Buckner, Councilmember Raab, Councilmember DeWitt,
Councilmember Johnson, Councilmember Aiken, Councilmember Hendricks, and Mayor Lacy.
Councilmember McCourt was excused.
Council Action: A motion was made to excuse Councilmember McCourt from this Council Meeting by
Councilmember Raab, second by Councilmember Johnson. The motion carried, 6-0.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett, and
Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Lacy read a proclamation proclaiming the City of East Wenatchee's support for the 2006
Washington State Special Olympics Winter Games.
Mayor Lacy read a proclamation proclaiming February 14'h, 2006 as Cherry Blossom and Japanese
Cultural Festival Celebration Day. He added a tree had been planted at City Hall commemorating the
occasion.
PRESENTATION
District Manager Ted Woodard of the Greater Wenatchee Waste Management said he had received
information from the corporate office that an error had been made in calculating the 2005 Consumer Price
Index (CPI) annual adjustment. Mr. Woodard submitted two proposals to amend the rate schedule of the
contract for the _City of East Wenatchee. He said according to the increase in the Consumer Price Index,
Pacific Cities and US City Average, Urban Wage Earners and Clerical Workers Index, published by the
Department of Labor Statistics the CPI increase to 2.4% should have been 2.95% for 2005. Mr. Woodard
asked Council to consider adding the increase of the 2005 CPI to the 2006 CPI and by modifying the rate
the total would be 3.849% for 2006. He added Council could reject the modification and just consider an
increase for 2006 which reflects a modification to the Appendix increasing the CPI to 3.299% for 2006.
Council Action: A motion was made to accept the increase which reflects a modification to the appendix
increasing the CPI to 3.299% for 2006 by Councilmember Johnson, second by Councilmember DeWitt.
The motion carried, 6-0.

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, February 14, 2006, Council does approve warrant number 16665 in the total amount of
$10,730.26, for 2005 payables. Council does approve warrant numbers 16666 through 16743 in the
amount of $89,539.42, for 2006 payables. Warrant numbers 16607, 16669, 16611, and 16717 were
voided.
Council Action: A motion was made to approve the consent calendar as presented by Councilmember
Johnson, second by Councilmember DeWitt. The motion carried, 6-0.
AGREEMENTS
06-02-01 Approval of an Interlocal Agreement among the Cities and County for Planning related
services pertaining to the FY 2005-2007 Shoreline Master Program update grant and
authorization for the Mayor to sign.
Community Development Director Barnett submitted an additional page with revisions to the Interlocal
Agreement she said the State has put together new regulations for the Shoreline Master Programs and the
deadline for updating the Shoreline Master Plan is 2013. Douglas County has started the inventory
process and was successful in obtaining a $225,000 grant from the Department of Ecology. She added
Douglas County has agreed to take the lead for this project and perform most of the work necessary.
Council Action: A motion was made to authorize the Mayor to sign the Interlocal Agreement with
Douglas County and the other participating cities by Councilmember Hendricks, second by
Councilmember Johnson. The motion carried, 6-0.
ORDINANCE
06-02-02 First reading of an ordinance amending Ordinance No. 05-14 regarding salaries and
compensation to be paid to certain employees of the City of East Wenatchee.
Mayor Lacy said the 2006 Budget reflects a wage lower than the experience level of the two employees
hired for the Street Maintenance positions. Therefore Staff was requesting to amend the ordinance to
compensate for their experience.
City Treasurer Countryman said hire dates of the employees were January 17, 2006 and February 1, 2006.
Mayor Lacy read the resolution title.

Council Action: A motion was made to elevate the ordinance amending Ordinance 2005-14 fixing and
confirming salaries of certain employees to second reading by Councilmember Buckner, second by
Councilmember Raab. The motion carried, 6-0.

FEBRUARY 14, 2006
Councilmember Johnson said he had attended the Region 7 Homeland Security meeting with other local
jurisdictions and tribes. He said the question arose if the City of East Wenatchee was going to participate
or if they were going to have their own. He added in order to be part of the Region 7 Homeland Security
there is going to be a requirement that someone attend the meetings that occur once a month.
Mayor Lacy said the City of East Wenatchee adopted the National Incident Management System in 2005
and added that Chief Harrison has drafted an Emergency Management Plan for the City of East
Wenatchee.
Council Action: A motion was made to appoint Chief Harrison as the representative and Councilmember
Johnson as an alternate to the Region 7 Homeland Security by Councilmember Raab, second by
Councilmember Hendricks. The motion carried, 6-0.
