Councilmember Magdoff opened the meeting. 1. Public Works Manager Garren Melton shared information regarding a Street Department loader that requires significant repairs. The scheduled plan was to replace three street department work trucks in 2022, and the loader in 2023. Mr. Melton requested the Council’s consideration to allow replacing the loader in 2022 and the work trucks in 2023. This purchase will use ER&R funds in 2022 that had been designated for 2023, requiring a budget amendment in 2022. Mr. Melton said he would like to purchase a new loader. He found one that had been previously ordered by a different city that was not able to come through with the financing, making it available to us. The Council supported moving forward with the purchase. Comments provided by Councilmember Magdoff, Mayor Crawford, and Councilmember Hepner. Public Works Manager Garren Melton provided overview information regarding Street Lighting and identifying possible locations that might need additional illumination inside city limits with the Council. Mr. Melton provided a high-level report. It appears that the city did not complete this process on previous annexation(s). The Council requested this topic be presented in depth during next month’s workshop. Comments provided by Councilmember Magdoff, Councilmember Sleiman, and Mayor Crawford. No action was taken by the Council. 3. Public Works Manager Garren Melton presented a Pavement Management Plan update. Mr. Melton requested comments from the Council regarding the possibility of hiring a consultant to prepare the City’s pavement management program with an anticipated cost of $20,000. The Council requested Mr. Melton bring more information for them to review, and to collect cost information and bring back for further consideration. Comments provided by Councilmember Hepner, Councilmember Magdoff, Councilmember Johnson, Councilmember Sleiman, Mayor Crawford, and Community Development Director Lori Barnett. No action was taken by the Council. Councilmember Tidd joined the meeting at 5:59 p.m. 4. Public Works Manager Garren Melton shared that the City is working towards becoming a tree city and part of this process is participating in Earth Day. The City of East Wenatchee partnered with the Wenatchee Arbor Day Foundation for a Saturday, April 23, 2022, event. The city will be hosting a tree sale at City Hall. Comments provided by Councilmember Hepner, Councilmember Sleiman, Mayor Crawford, and Councilmember Magdoff. No action was taken by the Council. 5. Councilmember Hepner shared information with the Council regarding the Retail Academy and recruitment of business to our valley. Mr. Hepner also shared the possibility of using a company with ARP funds to have a recruiter advocate on our behalf to bring new businesses to the area.
