Consent Items: Vouchers: a. Date: 3/1/2022, Checks: 56307 - 56349, in the amount of $120,733.39. Minutes: b. 2/10/2022 Council Workshop Meeting Minutes. c. 2/15/2022 Council Meeting Minutes. Motion by Councilmember Tidd to approve consent items as presented. Councilmember Raab seconded the motion. Motion carried (7-0). Motion by Councilmember Sterk to modify the agenda and move the museum presentation to before the Public Hearing. Motion failed for lack of a second. 2. Citizen Requests/Comments. None. 3. Public Hearings. a. Mayor Crawford opened a public hearing for the purpose of receiving public comment regarding the sale, possession, and discharge of fireworks within the City of East Wenatchee at 6:05 pm. Assistant City Attorney Sean Lewis provided a report to the Council regarding previous meetings and discussions by the Council. Mayor Crawford opened the public comment period and the following individuals provided comments to the Council. Assistant City Attorney Sean Lewis addressed the Council and requested that the Council consider making a motion for an ordinance with the changes that the Council would like to be brought for consideration at the March 15, 2022, Council meeting. Assistant City Attorney Sean Lewis provided a list of options for the Council to consider (e.g., change, prohibit, or allow the sale or discharge of consumer fireworks, as defined in WAC except for aerials) updating our current code. i. Motion by Councilmember Tidd requesting that staff bring forward an Ordinance to modify the code and prohibit the sale and discharge of consumer fireworks, as defined in WAC, including aerial devices, aerial spinner, and aerial shell kits for the July 4th holiday and to allow the sale and discharge of consumer fireworks, as defined in WAC, except for aerial devices, aerial spinner, and aerial shell kits for the New Year holiday. Motion failed for lack of a second. ii. Motion by Councilmember Johnson requesting that staff bring forward an Ordinance to modify the code to continue to allow the sale and discharge of consumer fireworks, as defined in WAC, except for aerial devices, aerial spinner, and aerial shell kits for the July 4th holiday and for the New Year holiday. Motion failed for lack of a second. iii. Motion by Councilmember Sleiman requesting that staff bring forward an Ordinance to modify the code to prohibit the sale and discharge of fireworks, including aerials devices, aerial spinner, and aerial shell kits for both the July 4th holiday and the New Year holiday. Councilmember Raab seconded the motion. Motion carried (4-3, Councilmember Hepner, Councilmember Johnson, and Councilmember Sterk). Comments provided by Councilmember Sterk, Councilmember Hepner, Mayor Crawford, Councilmember Magdoff, and Councilmember Johnson. iv. Motion by Councilmember Hepner requesting that staff bring forward an Ordinance to modify the code and prohibit the sale and discharge of consumer fireworks, as defined in WAC, including aerial devices, aerial spinner, and aerial shell kits for the July 4th holiday and to allow the sale and discharge of consumer fireworks, as defined in WAC, except for aerial devices, aerial spinner, and aerial shell kits for the New Year holiday. Councilmember Magdoff seconded the motion. Motion carried (4-3 Councilmember Magdoff, Councilmember Rabb, and Councilmember Sterk). 4. Presentations. a. Wenatchee Valley Museum & Cultural Center Interim Executive Director Laurel Turner presented a report to the Council regarding goals, in-person and virtual attendance data, and capital improvement projects. Comments provided by Councilmember Tidd and Mayor Crawford. Department Report. a. Police Chief Rick Johnson and Assistant Police Chief Erik Hampton presented the 2022 Police Department Annual Report to the Council. Comments provided by Councilmember Tidd and Councilmember Johnson. 6. Mayor’s Report. a. Mayor Crawford read the 2022 Red Cross Month Proclamation. Red Cross board member and volunteer Doug Jones was present to receive the proclamation on behalf of the Red Cross. b. Mayor Crawford reported that the mask mandate will be lifted at all City facilities on March 11, 2022, following Governor Jay Inslee’s announcement lifting the mask mandate statewide. c. Mayor Crawford reported that the City of East Wenatchee received the AWC Trust 2022 WellCity Award. The WellCity Award results in a 2% premium discount on all medical premiums and savings to the city. The discount will be applied to the 2023 medical premiums. Mayor Crawford thanked the Wellness Committee for their efforts. d. Mayor Crawford shared that she has been out presenting the City’s Strategic Plan to different organizations in the community. 7. Action Items. a. Assistant City Attorney Sean Lewis requested that consideration of Ordinance 2022- 04 be postponed. Mayor Crawford agreed, and hearing no objection, postponed the discussion. b. Public Works Manager Garren Melton presented Resolution 2022-10, authorizing the Mayor to execute a consultant agreement between the City of East Wenatchee and Perteet Engineering for the 3rd St SE & Rock Island Road signal project No. 2021-11. Motion by Councilmember Tidd to approve Resolution 2022-10 and authorize the Mayor to sign the consultant agreement with Perteet Engineering for the 3rd St SE & Rock Island Road Signal project. Councilmember Sleiman seconded the motion. Motion carried (7-0). c. Public Works Manager Garren Melton presented Resolution 2022-11, authorizing the Mayor to execute a consultant supplemental agreement between the City of East Wenatchee and RH2 Engineering for the Hamilton Street reconstruction project No. 2021-02. Comments provided by Councilmember Sterk, Mayor Crawford, and Councilmember Magdoff. Motion by Councilmember Tidd to approve Resolution 2022-11 authorizing the Mayor to sign the supplemental agreement with RH2 Engineering for the Hamilton Street Improvement Project. Councilmember Johnson seconded the motion. Motion carried (7-0).
