Councilmembers Present: Councilmember McCourt, Councilmember Barnhart, Councilmember

MAYOR'S REPORT
Mayor Lacy thanked Councilmember DeWitt, Councilmember Barnhart, Councilmember Johnson, and
City Treasurer Countryman for all their work on the 2007 budget preparation.
Mayor Lacy said if City Council is able to complete City business at the December 12, 2006, the regular
scheduled meeting set for December 26, 2006 will be cancelled. He asked Councilmembers to review
their Council Assignments and if they wished to make changes to submit notice to him prior to the
January 9, 2007 Council Meeting.
Mayor Lacy said the annual Christmas Tree Lighting ceremony will be held Thursday, December 7`h at
6:30 p.m.

3. Approval of vouchers for the Wenatchee Valley Convention & Visitor's Bureau
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense
reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing that has
been made available to Council.
As of this date, November 28, 2006, Council does approve warrant numbers 17986 through 18058 in the
total amount of $1,039,156.93.
Councilmember Barnhart asked to amend the minutes to exclude a portion of a sentence of Council
Action regarding East Wenatchee Water District Annexation as the sentence included language relating to
the consent calendar.

diagnostic for an analysis of the check engine light warning. She added the City would only need to put a
city logo decal on the van and it would not require painting.
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember Johnson to
adopt the resolution authorizing the purchase of a GMC Safari Van from the Countywide Solid Waste
Program Office. The motion carried, 7-0.
ORDINANCES
06-11-10 First reading of an ordinance amending Ordinance No. 2006-18 regarding property tax in
the proposed 2007 East Wenatchee Budget.
City Attorney Poulson explained that in the course of the Budget Committee meetings it was discovered
the County has not given the City credit for the annexed portion of the City so the first ordinance passed
we estimated that the amount collected on the levy would be approximately $1.2 million dollars. He said
in going back through the figures the approximate maximum that we will be able to levy will be $1.7
million dollars. He said he has been in contact with Douglas County Deputy Assessor Pat Dull to resolve
the issue. He added that after receiving credit for the increase in assessed value he felt the amount will be
somewhere in the range of $1.5-$1.6 million dollars.
Mayor Lacy said the budget figures may be off by approximately $200,000. However based on research
we feel the amount submitted in the preliminary budget is accurate.
Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Johnson to
elevate the ordinance amending Ordinance 2006-18 regarding property taxes in the proposed 2007 East
Wenatchee Budget to second reading. The motion carried, 7-0.

AND ANY INCREASE WHICH MAY BE ALLOWED IN THE AMOUNT UNDER THE

ORDINANCE NO. 06-22
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
DECLARING A FUTURE SUBSTANTIAL NEED TO PROTECT FUTURE
PROPERTY TAX LEVY CAPACITY, CONTAINING A SEVERABILITY
CLAUSE, AND ESTABLISHING AN EFFECTIVE DATE.
06-11-14 First reading of an ordinance adopting the final budget of the City of East Wenatchee
commencing January, 1, 2007.
Mayor Lacy asked Council to review the budget and be prepared to vote for passage of the budget at the
December 12, 2006, Council meeting. He added Council may hold a discussion regarding the budget and
have the option of proposing amendments prior to passage.
Mayor Lacy read first reading of the ordinance.
COUNCIL REPORTS
Mayor Lacy said Greg Brizendine, East Wenatchee Water District has submitted a letter offering to give a
presentation to the East Wenatchee City Council in regards to the plans for anticipated growth in the
greater East Wenatchee area that the Water District is involved with. Council suggested inviting the East
Wenatchee Water District to give this presentation at a Council meeting in the New Year when all
Councilmembers will be present.
Mayor Lacy said in a letter from the Okanogan County Transportation & Nutrition they are requesting
financial support for providing home delivered meals in the East Wenatchee community. Mayor Lacy
said he would like to research whether the City can give funds towards this request if City Council so
wishes to honor this request.
Councilmember Hendricks asked if the City was planning to re join the Columbia River Drug Task
Force. Mayor Lacy said with the detective position in the 2007 budget he feels that more can be
accomplished in the City limits rather than funding another organization, as most of their work is not
done in East Wenatchee.
Councilmember Buckner said the Wenatchee Valley Transportation Council and the North Central
Regional Transportation Planning Organization have requested updated resolutions assigning a
representative and an alternate representative for the upcoming year. Councilmember Buckner said he
wishes to continue to serve on these assignments and Councilmember Hendricks has also expressed an
interest in continuing to serve as the alternate representative.
Mayor Lacy said the Budget does not include Hotel Motel funds to the East Wenatchee Events Board. He
added that the City can pay for any advertising relating to the City and has suggested the City will pay
these vouchers until such time that the Attorney General opinion is revised.
Mayor Lacy said the East Wenatchee Christmas Tree lighting will be held December 7`s, at 6:30 pm.
