Councilmembers Present: Councilmember Johnson, Councilmember Barnhart, Councilmember

Councilmember Raab, and Mayor Lacy.

Jay Patrick, reporter for The Wenatchee World, introduced himself and said he would be covering the
City of East Wenatchee.
MAYORS REPORT
Mayor Lacy said there is a Soroptomists District meeting on Saturday, October 281h at 10:00 a.m. which
he is unable to attend and asked if a Councilmember was interested in giving a welcome speech to the
delegates.
Mayor Lacy said at the October 19, 2006, Council of Governments meeting they discussed the formation
of an animal control district that would be comprised of all jurisdictions in Chelan and Douglas Counties.
He said the fees required of each entity would be based on per capita of each participating jurisdiction.
Each jurisdiction was asked to send a letter to Douglas County Commissioner Ken Stanton to show
support for the creation of such an entity and request a proposed cost analysis for initial start up
contributions of each participating jurisdiction.
Mayor Lacy said the City received a survey from Association of Washington Cities (AWC) seeking
consensus on statewide standards local jurisdictions must consider if they want to regain local authority to
place restrictions on residences for sex offenders as part of the passage of SSB 6235 in the 2006 session.
Council responded to the questions on the survey which will be submitted to AWC to assist in a
workgroup effort to collect more information on the general sense of cities on the issue.

CITY OF EAST WENATCHEE COUNCIL MINUTES OCTOBER 24, 2006
Council agreed by consensus to authorize the Mayor to execute the Memorandum of Understanding with
Washington State Department of Transportation.
Councilmember Buckner asked for Street Superintendent Goodman to give an update on the current
Street Projects.
Street Superintendent Goodman said paving work is scheduled from the 3rd Street intersection on Baker
Avenue north to Standerfer Street in mid November and if the weather permits one lift of asphalt will be
laid and the project will then resume in the spring. He said the rebuilding of Baker Avenue between
Standerfer and 9`h Street NE will also resume in the spring. He added the Eastmont Avenue paving project
should be completed this week.
Councilmember Hendricks responded to memo from the East Wenatchee Police Department by
expressing concerns of leasing the motorcycle to ensure we are getting the best price. Police Chief
Harrison said the price is about two thousand dollars less that those off the showroom floor.
EXECUTIVE SESSION
At 7:25 p.m. Mayor Lacy called a ten minute executive session to discuss potential litigation. Council
reconvened at 7:35 p.m.
COUNCIL REPORTS
Councilmember Barnhart said he attended a meeting representing the Mayor at a joint Airport Board
meeting pertaining to East Wenatchee Special Events. He said representatives from Chelan and Douglas
County Port Districts along with Airport Manager Pat Moore will be meeting to draft a letter of
understanding regarding how they would like to participate in the Wings & Wheels festival next year. He
added the representatives would then meet with the East Wenatchee Events Board to come to an
agreement on how things are done.
Councilmember Raab said he attended the Solid Waste Advisory Committee meeting in which they
discussed the need for the City East Wenatchee to enter into a new agreement for waste collection. Mayor
Lacy said he has reviewed a proposed contract with Waste Management Manger Ted Woodard to discuss
the contract.
Councilmember Raab said when Countywide Solid Waste surpluses equipment the participating entities
are offered the opportunity to purchase the equipment. Countywide Solid Waste is surplussing a van. He
said the Eastmont Metropolitan Parks District (EMPD) is interested in the van but since they are not a
participating entity they can not be involved in the surplus. He said the City could purchase the van and
then sell it to the EMPD.
Community Development Director Barnett said she would like to have an in house discussion regarding
the City purchasing the van from Countywide Solid Waste for city use. Mayor Lacy said he would
discuss this option with Councilmember Raab and City Staff.
Councilmember McCourt submitted minutes from the Chelan -Douglas Health District Board of Health
meeting held September 18, 2006.
Councilmember Johnson submitted minutes for the Link Transit Board of Directors meeting held
September 19, 2006.
