LACY, PRESIDING OCTOBER 11, 2005 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Aiken, Councilmember Bremmer, Councilmember Raab Councilmember McCourt, Councilmember Hendricks, Councilmember DeWitt, Councilmember Buckner, and Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Joan Sims, Randy Harrison, Teresa Allen, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Lacy said the Budget Committee had met and reviewed the budget calendar process. The Budget Committee agreed by consensus to recommend not to take the additional 1 % property tax and also to recommend a 2.75% increase for non -union employees to stay consistent with union employees. He added the Budget Committee would meet again Thursday at 6:30 p.m. Mayor Lacy said he would be out of state the week of October 16-22 and if there were any issues needing attention during that time to contact Mayor Pro-tem Raab. Mayor Lacy said Wings and Wheel was very well attended this year with 150 motorcycles and 236 vehicles. He said this was an increase in both categories from the previous year. He said the Japanese Delegation that was here for the event had a great time. Mayor Lacy said another Japanese Delegation would be coming to the Wenatchee Valley to participate in the Annual Washington State Science Educators Conference. He said a welcome reception will be held at 12:00 p.m. Thursday, October 131h and invited Council to attend. CONSENT CALENDAR Council Action: A motion was made to approve the consent calendar as presented by Councilmember Hendricks, second by Councilmember Aiken. The motion carried, 7-0. 1. Consideration of minutes -- Regular Session, September 27, 2005 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. As of this date, October 11, 2005, Council does approve warrant numbers 16245 through 16277, in the total amount of $121,060.31. Warrant numbers 16248, 16249, and 16257 were voided. CITY OF EAST WENATCHEE COUNCIL MINUTES OCTOBER 11, 2005 ACTION ITEM 05-10-01 A recommendation to adopt as the official Right of Way Plan, the map titled City of East Wenatchee Canyon -A Flood Control Project — Right of Way Plan. Street Superintendent Goodman said the City Storm Water Utility is in the design process to provide a storm water conveyance system through the Central Business District corridor. The system will be routed down 4`h Street, crossing both Valley Mall Parkway and State Route Highway 28 to the Columbia River. He added, to make this route possible it is necessary to acquire an easement across private property known as Jo -Ann Fabrics and Crafts. Council Action: A motion was made to adopt as the official Right of Way Plan, the map titled City of East Wenatchee Canyon -A Flood Control Project — Right of Way Plan by Councilmember Buckner, second by Councilmember Aiken. The motion carried, 7-0. COUNCIL REPORTS Councilmember McCourt submitted minutes from the Wenatchee Authority of Chelan County & The City of Wenatchee regular meeting held August 25, 2005. Councilmember Buckner said he would be attending the following meetings this week; Economic Development District, Resource Conservation and Development, and the North Central Washington Regional Planning Organization. Mayor Lacy said the City has scheduled an Exit Interview with the Washington State Auditor's on October 24, 2005 at 10:00 a.m. at City Hall. EXECUTIVE SESSION . At 6:45 p.m. Mayor Lacy called a ten minute executive session regarding litigation. At 6:55 p.m. the executive session was extended an additional ten minutes.
