ROLL CALL
Councilmembers Present: Councilmember DeWitt, Councilmember Raab, Councilmember Hendricks,
Councilmember Barnhart, Councilmember Buckner, Councilmember McCourt, Councilmember Johnson,
and Mayor Lacy.
Staff Present: Dana Barnard, Bob Goodman, Linda Countryman, Randy Harrison, Teresa Allen, Joan
Sims, and Devin Poulson.

MAYORS REPORT
Mayor Lacy gave Councilmembers a copy of a dual translation of our Sister City affiliation process. This
history was taken from two plaques that are hung in the International Center in Misawa, Japan. He said he
was impressed with this because it had the history of the flight and also the relationship of the Sister City
exchange beginning in 1981. He is considering having these plaques recreated for East Wenatchee City
Hall.
Mayor Lacy said Councilmember Raab spoke to him regarding his Council assignment to RiverCom and
asked the Mayor if Councilmember Barnhart could take over this assignment as Councilmember Barnhart
has extensive knowledge of RiverCom. Mayor Lacy appointed Councilmember Barnhart to represent the
City at the RiverCom Board meetings effective October 11, 2006.
Mayor Lacy said the Douglas County Commissioners have requested a joint hearing of the Douglas
County Commissioners and the East Wenatchee City Council to address the design standards for
neighborhood commercial development on the Fancher plateau. The hearing will be held Tuesday,
November 21, 2006, at 7:00 p.m. in the hearing room at the Douglas County Public Services Building.
140 19a' Street NW. Mayor Lacy asked Council to attend this meeting as a quorum is required.
Mayor Lacy reported that the Wings & Wheels Festival had 268 registered vehicles and 150 registered
motorcycles participating this year with over 200 motorcycles participating in the parade. He added these
numbers appeared to be up from past years, and feels this years event was very successful. He thanked all
the volunteers and everyone who worked with the East Wenatchee Events Board (EWEB) in putting this
event together.
Mayor Lacy reminded the Budget Committee of the budget meeting scheduled for Monday, October 16`"
at 6:30 p.m. He added he would like all Councilmembers to be thinking about what the City should do
with respect to the allocation of hotel/motel tax. He said the City needs to consider what they want to do
in regards to the East Wenatchee Events Board (EWEB) as EWEB currently handles the Classy Chassis

CITY OF EAST WENATCHEE COUNCIL MINUTES OCTOBER 10, 2006
The resolution title reads as follows:
RESOLUTION NO.2006-08
A RESOLUTION OF THE CITY OF EAST WENATCHEE,
WASHINGTON, ADOPTING A POLICY REGARDING THE USE OF
CITY CREDIT CARDS.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Raab to
pass the resolution adopting a policy regarding the use of City credit cards. The motion carried, 7-0.
COUNCIL REPORTS
Councilmember Hendricks said he had written a letter to the Department of Transportation regarding
weeds and lack of vegetation maintenance on the George Sellar Bridge approaches, and who is
responsible for the maintenance in this area. He added that he has received a reply letter stating that the
City was granted a general permit to manage roadside vegetation within this area of SR28.
Street Superintendent Bob Goodman said the City had been granted a permit to plant vegetation in the
triangle which is maintained by the city.
Councilmember Buckner submitted minutes from the Economic Development District meeting held
September 13, 2006, and minutes from the North Central Washington Resource Conservation and
Development meeting held September 13, 2006.
Councilmember Johnson suggested inviting the Senator and State Representatives to a Council meeting to
discuss issues that are important to cities so that they can be supportive of those issues.
