LACY, PRESIDING SEPTEMBER 26, 2006 6:30 P.M. OATH OF OFFICE Wayne Barnhart — Council Position No. 7, was sworn into his position with the oath of office given by Mayor Lacy. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Raab, Councilmember DeWitt, Councilmember Johnson, Councilmember Barnhart, Councilmember McCourt, Councilmember Hendricks, and Mayor Lacy. Staff Present: Bob Goodman, Linda Countryman, Teresa Allen, Joan Sims, and Devin Poulson. PLEDGE OF ALLEGIANCE PRESENTATION Sister City Delegation 2006 — Misawa, Japan Members of the Sister City Delegation shared highlights from their trip to Misawa, Japan. Sue Feil, Glen Klock, Steve Currit, Tim Detering, Andrew Detering, Deb Lacy, and Councilmembers Johnson and McCourt each spoke. Mayor Lacy said he would like to see East Wenatchee's city theme depicting the first non-stop Trans -Pacific flight of the Miss Veedol embraced community -wide. Wings and Wheels Festival update East Wenatchee Events Board (EWEB) Director Dawn Collings reviewed the Wings and Wheels festival agenda and highlighted several events occurring this year. Ms. Collings expressed gratitude to the Wings and Wheels Committee Members who worked all year to ensure a successful event. MAYORS REPORT Mayor Lacy said he received an invitation from Commander Harold Peart inviting the Mayor to a fund raising breakfast at the Veterans of Foreign Wars (VFW) Post in Wenatchee from 8:00 a.m. — 11:00 a.m. on October 14th. Mayor Lacy said he was unable to attend and asked if a Councilmember would be available to represent him at the event. Mayor Lacy appointed Councilmembers Johnson, Barnhart, and DeWitt to serve on the 2007 Budget Committee. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Johnson to adopt the ordinance changing the name of 3`d Street NE to 2"d Street NE. The motion carried, 7-0. 06-08-10 Second reading of an ordinance adopting a name change for 4`h Street NE between Valley Mall Parkway and Eastmont Avenue from the existing name of 4`h Street NE to 3`d Street NE. The ordinance summary reads as follows: ORDINANCE NO.2006-16 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, ADOPTING A NAME CHANGE FOR 4Te STREET NE BETWEEN VALLEY MALL PARKWAY AND EASTMONT AVENUE FROM THE EXISTING NAME OF 4Te STREET NE TO 3RD STREET NE AND ESTABLISHING AN EFFECTIVE DATE. Council Action: A motion was made by Councilmember McCourt, second by Councilmember Barnhart to adopt the ordinance changing the name of 4`h Street NE to 3`d Street NE. The motion carried, 7-0. 06-09-04 First reading of an ordinance amending Ordinance No. 2006-03 amending the City of East Wenatchee 2006 Budget to increase the Street Fund appropriations and revenues by $5,626.00. City Treasurer Countryman said these funds are the result of a grant from the Traffic Safety Commission. ORDINANCE NO.2006-17 AN ORDINDANCE OF THE CITY OF EAST WENATCHEE AMENDING ORDINANCE NUMBER 2006-03; AMENDING THE CTY OF EAST WENATCHEE 2006 BUDGET TO INCREASE STREET FUND APPROPRIATIONS AND REVENUE BY $5,626.00. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Buckner to elevate the ordinance to second reading. The motion carried, 7-0. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Raab to adopt the ordinance amending the City of East Wenatchee 2006 Budget. The motion carried, 7-0. DISCUSSION ITEM 06-09-05 A discussion regarding a proposed nuisance ordinance.
