LACY, PRESIDING AUGUST 22, 2006 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Johnson, Councilmember Raab, Councilmember Hendricks, Councilmember DeWitt, Councilmember McCourt, and Mayor Lacy. Councilmember Aiken did not receive an excused absence. Staff Present: Dana Barnard, Lori Barnett, Randy Harrison, Bob Goodman, Linda Countryman, Teresa Allen, Joan Sims, and Devin Poulson. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Tim Detering said he had the privilege of being a member of the Misawa Delegation. He thanked the City Council for their support in the Sister City Association. He added he was able to attend the trip with his son and had an incredible time. Mayor Lacy shared his appreciation for the support the Council gives the Sister City Association and to the city theme. He expressed his desire that all Councilmembers consider participating as a delegate prior to the end of their term. He added that Mayor Suzuki announced that if he is reelected in the new year he plans to come back to the Wenatchee Valley in 2007. He said he would like the Sister City delegation to come to a future Council meeting to give a report and hear some of the details of their experience and to view a slide show being prepared by one of the student delegates. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing that has been made available to Council. As of this date, August 22, 2006, Council does approve warrant numbers 17672 through 17742 in the total amount of $585,327.08. Council does approve payroll warrant numbers 24411 through 24510, in the total amount of $241,273.32, paid August 4, 2006, for the month of July. Council Action: A motion was made by Councilmember Raab, second by Councilmember Johnson to approve the consent calendar presented. The motion carried, 6-0. She said she would contact Douglas County in regards to their concerns. She said 3`d Street NE would become 2nd Street NE at Valley Mall Parkway and end in a cul-de-sac. She added the businesses affected are Cinta's, Northern Fruit, Douglas County Offices, and the Group Home. Ms. Barnett said she would recommend the effective date of the Street Name Changes be January 1, 2007. This would allow proper time for businesses in the affected area to purchase new stationary. She added if any new construction is performed in the area it will receive the new addressing. Councilmember Hendricks commended staff on the proposed street name changes. ACTION ITEMS 06-08-06 Adopt findings of fact to justify the continued imposition of an interim ordinance regarding Street Design Standards and construction of public and private streets. Community Development Director Barnett said she prepared the finding of fact and conclusions for the continued imposition of the interim ordinance regarding Street Standards. She added this is Douglas County Street Standards. Douglas County is working on amending the Street Standards which the City will take part in the amendments. Council Action: A motion was made by Councilmember Johnson, second by Councilmember DeWitt to adopt the finding of fact and conclusions for the continued imposition of the interim ordinance regarding Street Standards. The motion carried, 6-0. 06-08-07 Adopt findings of fact to justify the continued imposition of an interim ordinance regarding Stormwater Management Design Standards on the filing of applications or the issuance of permits for all new development and redevelopment projects as defined in Section 2.1 of the Stormwater Management Manual for Eastern Washington. Council Action: A motion was made by Councilmember McCourt, second by Councilmember DeWitt to Adopt findings of fact to justify the continued imposition of an interim ordinance regarding Stormwater Management Design Standards. The motion carried, 6-0. 06-08-08 Recommendation to award the bid for the City Hall Painting Project and authorize the Mayor to execute a contract for the project. Street Superintendent Goodman said the painting consists of the exterior of the building, the metal railings, the gutter downspouts, and any thing that has been painted on the exterior. He also discussed with City Council the paint color, guarantee of workmanship, and primer undercoating. Council Action: A motion was made by Councilmember Johnson, second by Councilmember McCourt to award the bid to and authorize the Mayor to sign the necessary documents. The motion carried, 5-1.
