LACY, PRESIDING JULY 11, 2006 6:30 P.M. - ROLL CALL Councilmembers Present: Councilmember DeWitt, Councilmember Buckner, Councilmember McCourt, Councilmember Johnson, Councilmember Aiken and Mayor Lacy. Council Action: A motion was made by Councilmember Aiken, second by Councilmember Johnson to excuse Councilmember Hendricks from this Council meeting. The motion carried, 5-0. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Johnson to excuse Councilmember Raab from this Council meeting. The motion carried, 5-0. Staff Present: Linda Countryman, Lori Barnett, Bob Goodman, Teresa Allen, and Devin Poulson. PLEDGE OF ALLEGIANCE PRESENTATION Richard DeRock — Link Transit gave an update regarding the increase in ridership and services hours over the last four years. Mr. DeRock also said there are several potential updated services under consideration. These include: Sunday service, service to un-served areas, evening services, increased frequency, expanded trolley hours, passenger amenities, and speed enhancements. CONSENT CALENDAR 1. Consideration of Minutes — Regular Session, June 27, 2006 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing that has been made available to Council. As of this date, July 11, 2006, Council does approve warrant numbers 17537 through 17574 in the total amount of $173,989.63. Councilmember Aiken said the minutes reflect that his absence was unexcused and asked what constitutes an excused absence. Mayor Lacy explained the standard procedure followed has been for a Councilmember to make a motion to excuse the absence of another Councilmember, and the motion had to pass in order for an excused - absence to occur. He added he would research the issue and have an answer at the next Council meeting. Council Action: A motion was made by Councilmember Johnson, second by Councilmember DeWitt to approve the consent calendar presented. City Attorney Poulson said this is a housekeeping issue that will bring our criminal code up to date making it consistent with the Revised Code of Washington. COUNCIL REPORTS Councilmember Buckner said he will be attending meetings in Chelan tomorrow. He said in order to get funding from the Department of Commerce the EDD has to have an administrator. Previously, the EDD has piggybacked on the RC&D administrator for these services, but is considering a part-time position. ADJOURNMENT 20 P.M. AA Linda Country City Treasurer
