LACY, PRESIDING JUNE 27, 2006 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Johnson, Councilmember Hendricks, Councilmember McCourt, Councilmember Buckner, Councilmember DeWitt, Councilmember Raab, and Mayor Lacy. Councilmember Aiken sent a letter requesting to be excused due to his work schedule conflicting with the Council meeting. Council Action: A motion was made by Councilmember McCourt, second by Councilmember DeWitt to excuse Councilmember Aiken from this Council meeting. The motion failed, 3-3. (Buckner, Raab, Hendricks). Mayor Lacy abstained, Councilmember Aiken was not excused. Staff Present: Dana Barnard, Linda Countryman, Lori Bamett, Randy Harrison, Bob Goodman, Teresa Allen, Joan Sims, and Devin Poulson. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Lacy said he had met with Ken Blodgett, Blodgett Construction, who is the contractor that has been hired to do the renovations at the old Eastmont Junior High School. Mr. Blodgett presented preliminary plans and drawings to give an idea of present plans for the campus and said the owners are open to negotiations if the City still desires to occupy a portion of that campus. Mayor Lacy said the City previously had interest in utilizing a portion of the campus for library, police, and meeting space. He added that city staff is exploring the issue. Mayor Lacy said Veterans of Foreign Wars (VFW) is exploring the possibility of getting some land donated to build a park on 11 `h Street NE. Mayor Lacy said he had met with the VFW to discuss the matter and encourage them to look at it further. To date, Mayor Lacy does not have anything new to report. CONSENT CALENDAR 1. Consideration of Minutes — Regular Session, June 13, 2006 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42,24.080 and those expense reimbursement claims certified as required by RCW 42.24.090 have been recorded on a listing that has been made available to Council. As of this date, June 27, 2006, Council does approve warrant numbers 17480 through 17536 in the total amount of $406,554.79. Warrant numbers 17494 through 17506 were voided. Mayor Lacy read the ordinance title. ORDINANCE NO.2006-12 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING INTERIM STORMWATER MANAGEMENT DESIGN STANDARDS; CONTAINING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE. Community Development Director Barnett said the Wenatchee Valley Stormwater Technical Advisory Committee, which is staffed by planners and engineers from the participating jurisdictions, recommend the interim adoption of the Stormwater Management Manual for Eastern Washington to provide a consistent standard while we continue to work on development of the stormwater program and regulatory controls. She added adoption of the Manual will provide the development community with consistent standards for the local area. Council Action: A motion was made by Councilmember Johnson, second by Councilmember Buckner to elevate the ordinance adopting interim Stormwater Management Design Standards to second reading. The motion carried, 6-0. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Johnson to approve the ordinance adopting interim Stormwater Management Design Standards. The motion carried, 6-0. 06-06-17 First reading of an ordinance adopting Interim Street Design Standards. Mayor Lacy read the ordinance title. ORDINANCE NO. 2006-13 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING INTERIM STREET DESIGN STANDARDS; CONTAINING A SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE DATE. Community Development Director Barnett said the ordinance and street standards document is intended to provide consistency with Douglas County and a more comprehensive approach to street design, construction, and inspection. She added staff proposes the adoption of the Douglas County Road Standards on an interim basis until the new development standards update process is concluded later this year. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Raab to elevate the ordinance adopting interim Street Design Standards to second reading. The motion carried, 6- 0.
