LACY, PRESIDING MAY 23, 2006 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Raab, Councilmember DeWitt, Councilmember Johnson, Councilmember Aiken, Councilmember McCourt, Councilmember Hendricks, and Mayor Lacy Staff Present: Dana Barnard, Bob Goodman, Lori Barnett, Randy Harrison, Teresa Allen and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation observing May 29`' as Memorial Day. MAYOR'S REPORT Mayor Lacy said he received a letter from Association of Washington Cities regarding the registration of voting delegates for the 2006 Annual Business Meeting. He said he is designating Councilmember Hendricks, Councilmember McCourt, and Councilmember Johnson as voting delegates to represent the City as they will be attending the Annual Conference. DEPARTMENT REPORT Street Department Street Superintendent Goodman updated Council on the Eastmont Avenue, 151h Street NE to 19`h Street NE project. He said the road will remain closed through the summer. He added the Contractor, Soto and Son's, has worked with residents in the area to ensure they have access. Mr. Goodman said when the East Wenatchee Water District and the Douglas County Sewer District have completed their work on 151h Street the Contractor will then start on the 15`h Street, Baker Avenue to Eastmont project. Mr. Goodman said the Eastmont School District received a safety grant to install sidewalks on Jonathan Avenue and Kansas Avenue for children walking to and from Kenroy Elementary School. He added the School District is waiting for a final estimate for the project cost as they are not sure they have enough money for their portion of the project. The motion carried, 7-0. COUNCIL REPORTS Councilmember Johnson said there will be a LINK meeting on June 20, 2006, and asked if Councilmember Raab as the alternate would attend this meeting as he will be at the Association of Washington Cities Conference in Spokane. Councilmember Hendricks asked if the City would share the applications they receive for the board position on the Greater Wenatchee Regional Events Center Public Facilities District (PFD) with the other jurisdictions to eliminate additional advertising costs. Mayor Lacy said to date we have received one application. He added a list of applicants will be brought forth to the next Council meeting of all names received to select and appoint a representative of the City to the PFD board. Councilmember Johnson asked the status of the City Hall Building being painted. Street Superintendent Goodman said the City has received an Engineer's estimate and he anticipates getting a Request for Proposal submitted for advertising next week. Mayor Lacy said the Wenatchee Valley College is offering a discount to Japanese students to attend school. He said there will be 6-8 Japanese students attending the Wenatchee Valley College starting in the fall quarter. Councilmember McCourt submitted minutes from the Chelan Douglas Health District meeting held April 17, 2006. Councilmember Buckner submitted minutes from the North Central Washington Resource & Conservation Development (RC&D) meeting held April 12, 2006; and the Wenatchee Valley Transportation Council meeting held May 11, 2006.
