LACY, PRESIDING MARCH 8, 2005 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Raab, Councilmember Buckner, Councilmember Bremmer, Councilmember Aiken, Councilmember McCourt, Councilmember Hendricks, and Mayor Lacy. Councilmember DeWitt was excused. Councilmember Aiken was absent. Council Action: A motion was made to excuse Councilmember DeWitt from this Council meeting by Councilmember Raab, second by Councilmember Bremmer. The motion carried, 5-0. Staff Present: Dana Barnard, Linda Countryman, Lori Barnett, Randy Harrison, Teresa Allen, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Lacy said the City Employees are helping out the East Wenatchee Event Board by receiving registrations for Classy Chassis. He said he checked with legal council to verify whether there would be a problem as far as the auditors are concerned and was informed that there would not be a problem. Mayor Lacy said he met with the potential developers of the Eastmont Junior High School property in which they discussed possible partnership scenarios. Mayor Lacy said he told the developers, at this time, the City would not commit to any increase in its operating budget. Rather, bonding to follow the pay-off of the second City Hall bond, which would occur in December 2006. In the interim, the City could consider using Capital Improvement Funds for any debt service payments. CONSENT CALENDAR Council Action: A motion was made to approve the consent calendar as presented by Councilmember Bremmer, second by Councilmember Hendricks. The motion carried, 5-0. 1. Consideration of Bills — Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. As of this date, March 8, 2005, Council does approve warrant numbers 15531 through 15545; in the total amount of $186,515.34. Warrant number 15446 was voided. Council does approve payroll warrant numbers 22009 through 22094, in the total amount of $192,980.32, paid February 4, 2005 for the month of January, 2005. CITY OF EAST WENATCHEE COUNCIL MINUTES MARCH 8, 2005 INTERLOCAL AGREEMENT 05-03-01 In Interlocal Agreement between Chelan County and the City of East Wenatchee for the housing of inmates in the Chelan County Regional Jail. Police Chief Harrison said the change in the contract references medical expenses. Council Action: A motion was made to approve the Interlocal Agreement and authorize Mayor Lacy to sign said document by Councilmember Hendricks, second by Councilmember Raab. The motion carried 5-0. 05-03-02 A recommendation for final approval of the amended Golden East Development to permit construction of Celebration Lutheran Church. Community Development Director Barnett said the Planning Commission approved the application with certain conditions which have been included in the packet information. Council Action: A motion was made to approve the amended Golden East Planned Unit Development for construction of a Church facility by Councilmember Bremmer, second by Councilmember Buckner. The motion carried, 5-0. 05-03-03 A request for the City to approve the purchase of banners for Classy Chassis. Mayor Lacy said the City paid for the Wings & Wheels Festival banners and he would like to do the same for Classy Chassis. Council Action: A motion was made to reallocate funds in the City Theme line item of the budget to purchase banners for Classy Chassis by Councilmember Buckner, second by Councilmember Raab. The motion carried 5-0. Councilmember Hendricks said if at all possible he would like to see the cost split between the Stadium Fund and the City Theme line item. ORDINANCE 05-03-04 First reading of an ordinance amending Ordinance No. 2005-02; amending the City of East Wenatchee 2005 Budget to increase current expense appropriations and revenue $6,920.00. Council Action: A motion was made to elevate the ordinance amending Ordinance No. 2005-02; amending the City of East Wenatchee 2005 Budget to increase current expense appropriations and revenues $6920.00 to second reading by Councilmember Buckner, second by Councilmember Raab. The motion carried, 5-0. Council Action: A motion was made to adopt the ordinance amending Ordinance No. 2005-02; amending the City of East Wenatchee 2005 Budget to increase current expense appropriations and revenues $6920.00 by Councilmember McCourt, second by Councilmember Raab.
