CITY OF EAST WENATCHEE, WASHINGTON
REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Bremmer, Councilmember Hendricks,
Councilmember McCourt, Councilmember DeWitt, and Mayor Lacy.
Council Action: A motion was made to excuse Councilmember Aiken from this Council meeting
by Councilmember DeWitt, second by Councilmember Bremmer. The motion carried, 4-0.
Council Action: A motion was made to excuse Councilmember Buckner from this Council
meeting by Councilmember McCourt, second by Councilmember Bremmer. The motion carried,
4-0.
Council Action: A motion was made to excuse Councilmember Raab from this Council meeting
by Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 4-0.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett,
and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Lacy read a proclamation designating the week of February 19 through February 26, 2005
as FFA week.
Members of Eastmont High School FFA gave a brief power point presentation, depicting the
different agricultural projects and community service events the group is involved in.
MAYOR'S REPORT
Mayor Lacy asked Councilmembers to consider whether they wish to be a Delegate to Misawa,
Japan during the currently targeted dates, August 12-21, 2005.
DEPARTMENT REPORT
Street Superintendent Goodman said the Storm Water Utility has been awarded a Public Works
Trust Fund Loan (PWTFL) for engineering work of the Canyon A Storm Drain. He asked
Council to authorize the Mayor to sign the consultant agreement with RH2 Engineering for Phase
1 Preliminary Engineering Design of the Canyon A Storm Drain System.
Council Action: A motion was made to authorize the Mayor to sign the consultant agreement
with RH2 Engineering for Phase 1 Preliminary Engineering Design of the Canyon A Storm Drain
System by Councilmember Hendricks, second by Councilmember DeWitt. The motion carried,
4-0.

ORDINANCE NO.2005-01
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
CHANGING REGULAR PLANNING COMMISSION MEETINGS TO THE
FOURTH MONDAY OF EACH MONTH AND CHANGING THE
DESIGNATION OF SECRETARY; AMENDING SECTIONS 2.30.040 AND
2.30.060 OF THE EAST WENATCHEE MUNICIPAL CODE; AND
ESTABLISHING AN EFFECTIVE DATE.
05-01-02 First reading of an ordinance amending Ordinance 04-14 amending the City of
East Wenatchee 2005 Budget to close the reserve fund 110.
Mayor Lacy said during the course of the Audit which began in November the State Auditor's
revealed that it is inappropriate to maintain reserve funds that did not have a specific designated
expenditure involved.
Council Action: A motion was made to elevate the ordinance amending the City of East
Wenatchee 2005 Budget to close the reserve fund 110 to second reading by Councilmember
Bremmer, second by Councilmember McCourt. The motion carried, 4-0.

ORDINANCE NO: 05-02
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING ORDINANCE NUMBER 2004-14; AMENDING THE CITY OF
EAST WENATCHEE 2005 BUDGET TO CLOSE RESERVE FUND 110.
ACTION ITEMS
05-01-03 A recommendation by staff to approve Hammond Collier Wade Livingstone as
the consultant to provide design, engineering and construction management
services for a street improvement project and a sidewalk enhancement project.
Council Action: A motion was made to approve the staff recommendation and have staff
negotiate a consultant agreement with Hammond Collier Wade Livingstone for the projects by
Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 4-0.
05-01-04 Approval of an agreement with the Wenatchee Valley Convention and Visitors
Bureau (WVCVB) for promotion of East Wenatchee and authorization for the
Mayor to negotiate said document with the City of Wenatchee.
Mayor Lacy said at the December 14, 2004 Council meeting, Council authorized him to enter into
negotiations with the City of Wenatchee to attempt to arrive at a reciprocal contract to jointly
fund the WVCVB. He said after talking with Mayor Johnson he drafted the Contract for Services.
