LACY, PRESIDING NOVEMBER 22, 2005 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember DeWitt, Councilmember Raab, Councilmember Hendricks, Councilmember Buckner, Councilmember McCourt, Councilmember Bremmer, and Mayor Lacy. Councilmember Aiken was excused. Council Action: A motion was made to excuse Councilmember Aiken from this Council Meeting by Councilmember Bremmer, second by Councilmember Raab. The motion carried, 6-0. Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Lori Barnett, Joan Sims, Randy Harrison, and Teresa Allen. PLEDGE OF ALLEGIANCE DEPARTMENT REPORT Eastmont Metropolitan Park District Chairman Jim Jahr said the EMPD has made the final loan payment to the City. He thanked the City again for the loan which helped the EMPD get through the first year of its existence. He said the budget for next year looks very good and they plan on moving forward cautiously but pro actively with their finances. He said some of the projects they have completed this year include; additional electrical outlets added in the park which will help with special events, overhead lighting over the four-plex ball fields which was a donation from the Eastmont Youth Baseball, and the EMPD has entered into an Agreement with the Eastmont School District for the 91h Street property for Babe Ruth Baseball. Waste Management District Manager Ted Woodard gave a presentation regarding the Regional Landfill Expansion. He said Waste Management is seeking permission from Douglas County and the Chelan - Douglas Health District to expand the landfill. He said the actual pit size where the garbage is dumped would increase in size from 44 acres to 92 acres. Mr. Woodard said the expansion would extend the facility's life for 50 years. He said the expansion plans include a new recycling area at the landfill that would accept materials that are not recycled anywhere else in the Wenatchee Valley including colored glass and certain types of paper. He added the Greater Wenatchee Regional Landfill and Recycling Center recognizes the importance of the environment and will continue to monitor Air Quality Controls, install a Leachate Collection and Removal System. He added as solid waste decomposes, it produces landfill gas, of which 50% is methane. They have installed an active system to collect gas, to reduce the potential for emissions from the surface of the landfill, and to control odors. Landfill gas can be used to generate power for the community or turned to liquid gas for vehicle use. Mr. Woodard reviewed the free dump regulations with Council and said he is educating Waste Management staff at the dump site on what constitutes construction debris. As of this date, November 22, 2005, Council does approve warrant numbers 16391 through 16460, in the total amount of $255,552.19. Council does approve payroll warrant numbers 22777 through 22860, in the total amount of $185,802.57, paid November 3, 2005, for the month of October 2005. Warrant number 22809 was voided. PUBLIC HEARING 05-11-04 A public hearing regarding the final proposed 2006 budget for East Wenatchee. Mayor Lacy opened the public hearing at 7:36 p.m. Hearing no public comment, Mayor Lacy closed the public hearing at 7:37 p.m. ACTION ITEMS 05-11-05 Authorization for the Mayor to sign an Interlocal Agreement between the City of East Wenatchee and Douglas County for planning related services pertaining to the FY 2005- 2007 GMA Grant. Community Development Director Barnett submitted a page of revisions to the Interlocal Agreement she said these were suggestions from Legal Counsel. She added Douglas County was awarded $75,000 and East Wenatchee was awarded $15,000. The proposed Interlocal Agreement will divide the work up between the City and the County and reallocate the funds accordingly. Council Action: A motion was made to approve the Interlocal Agreement and authorize the Mayor to sign the document by Councilmember DeWitt, second by Councilmember Buckner. The motion carried, 6-0. 05-11-05 Approve a deferral of the improvements and signature of the Mayor on a concomitant agreement for street improvements including curb, gutter and sidewalks on Grover Avenue adjacent to the Rodriguez short plat. Community Development Director Barnett said granting the deferral authorizes the Mayor to sign the concomitant agreement with the applicant stipulating the terms of the deferral. She added this agreement specifies that the applicant will install or reimburse the City for construction of the deferred improvements as directed by the City. Council Action: A motion was made to approve deferment of public improvements for the Rodriguez Short Plat by Councilmember Bremmer, second by Councilmember Buckner. The motion carried, 6-0. 05-11-06 Authorization for the Mayor to sign a Supplemental Agreement with RH2 Engineering for the Central Business District Street Drainage Improvements. Council Action: A motion was made to authorize the Mayor to sign the Supplemental Agreement with RH2 Engineering, Inc. for Central Business District Street Drainage Improvements by Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 6-0.
