Councilmembers Present: Councilmember Buckner, Councilmember Raab, Councilmember DeWitt,
Councilmember Bremmer, Councilmember Aiken, Councilmember McCourt, Councilmember Hendricks,
and Mayor Lacy.
Staff Present: Linda Countryman, Bob Goodman, Lori Barnett, Joan Sims, Randy Harrison, Teresa
Allen, and Chuck Zimmerman.

DEPARTMENT REPORT
Community Development — Update on the National Pollutant Discharge Elimination System (NPDES)
Phase II Grant Process.
Community Development Director Barnett said Douglas County and the City of East Wenatchee made
the list for funding at a level of $75,000.00 per jurisdiction. However, Chelan County and the City of
Wenatchee did not make the funding list. In an effort to continue or work towards having consistency in
local regulations, the four jurisdictions are submitting an application for funding under a "Special
Partnership Provision" that would include Chelan County and the City of Wenatchee and could provide
for up to an additional $150,000.00 in grant funding to help us with the work. She said the Department of
Ecology (DOE) requires that a funding request under the "Special Partnership Provision' include an
interlocal agreement approved by the jurisdictions that are making the application.
Council Action: A motion was made authorize the Mayor to sign the necessary documents related to
development and implementation of projects relating to the regional storm water plan by Councilmember
Buckner, second by Councilmember McCourt. The motion carried, 7-0.
Community Development — View Point Park Update
Community Development Director Barnett along with Street Superintendent Goodman met with the
Department of Transportation (DOT) regarding relocating the View Point Park. Ms. Barnett said with the
relocation of SR28 the current location of the View Point Park near Fred Meyer will be wiped out. Ms.
Barnett reviewed possible relocation sites with Council. She also showed a plan that was designed in
1987 for the trail at the foot of 9`h Street and said it would also be an enhancement to the site although
there would not be parking adjacent to the relocation site like there is now. Ms. Barnett said the City
would be required to maintain the site as with the existing View Point Park and although this is more of a
trail enhancement it would give the City a chance to work with DOT to add amenities and beautify the
entrance to the trail. Other potential site options discussed were along SR28 south of the 9th Street Trail
entrance and Top Foods. Council discussed the amenities located at the park, relocating the time capsule,
and how much usage the park gets. Council agreed by consensus to relocate the View Point Park to the
foot of 9`h Street at the trail entrance.

CITY OF EAST WENATCHEE COUNCIL MINUTES NOVEMBER 8, 2005
Chief Harrison spoke briefly regarding the functions of the Emergency Management Organization adding
it is now state mandated for cities to establish emergency management policy. In response to questions
from Council, Chief Harrison said he would plan to perform Emergency Management functions outside
of his scheduled police work.
Council Action: A motion was made to adopt the resolution establishing the Emergency Management
Organization and adopting the NIMS as the basis for all emergency responses in the City of East
Wenatchee by Councilmember Buckner, second by Councilmember DeWitt. The motion carried, 7-0.

RESOLUTION NO. 05 - 03
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE,
WASHINGTON, ESTABLISHING AN EMERGENCY MANAGEMENT
ORGANIZATION AND ADOPTING THE NATIONAL INCIDENT MANAGEMENT
SYSTEMS (NIMS) AS THE BASIS FOR ALL EMERGENCY INCIDENT
RESPONSES IN THE CITY OF EAST WENATCHEE.
ORDINANCE
05-11-03 First reading of an ordinance regarding property taxes in the proposed 2006 East
Wenatchee Budget.
Council Action: A motion was made to elevate the ordinance regarding property taxes in the proposed
2005 East Wenatchee Budget to second reading by Councilmember Hendricks, second by
Councilmember Bremmer. The motion carried, 7-0.

ORDINANCE NO.05-11
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND ANY INCREASE WHICH
MAY BE ALLOWED IN THE AMOUNT UNDER THE NEW CONSTRUCTION,
IMPROVEMENTS TO PROPERTY AND STATE ASSESSED PROPERTY PROVISIONS
OF STATE LAW LEVYING THE GENERAL TAXES FOR THE CITY OF EAST
WENATCHEE FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2006, ON ALL
PROPERTY, BOTH REAL, PERSONAL AND UTILITY, IN SAID CITY WHICH IS
SUBJECT TO TAXATION FOR THE PURPOSE OF PAYING SUFFICIENT REVENUE TO
CARRY ON THE SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR
AS REQUIRED BY LAW; CONTAINING A SEVERABILITY CLAUSE, AND SETTING AN
EFFECTIVE DATE.
COUNCIL REPORTS
Mayor Lacy said the letter from Harold Schroeder and a response letter from him in the Council packets
regarding annexation were for Council information.
Mayor Lacy acknowledged a letter from Mayor Suzuki, dated October 19, 2005, regarding the hospitality
extended to the Misawa Sister City Delegation during their last visit.
