ROLL CALL
Councilmembers Present: Councilmember Raab, Councilmember DeWitt, Councilmember Aiken,
Councilmember Hendricks, Councilmember Bremmer, Councilmember McCourt, Councilmember
Buckner, and Mayor Lacy,
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Joan Sims, Randy Harrison, Teresa
Allen, and Chuck Zimmerman.

PROCLAMATION
Mayor Lacy read a proclamation designating October 30, 2005 through November 5, 2005 as Adult
Literacy Week.
MAYOR'S REPORT
Mayor Lacy thanked Councilmember Buckner and Councilmember Hendricks for their attendance at the
State Auditor's Exit Conference. He also commended City Treasurer Linda Countryman for getting us
through a clean audit this year. He said there were no findings or management letters. He added there
were three exit items addressed: journal entries should be independently reviewed; financial statements
and ASP accounting system should reflect the approved budget; and timesheets should be reviewed and
approved timely. He added procedures have been discussed to address the issues.
Mayor Lacy said he is very pleased with the audit as we have had a history of some issues we have had to
deal with over the past year or two. It appears they have been resolved and we should be able to move on
with a clean bill of health which is just what we were looking for.
Mayor Lacy said there will be a budget committee meeting Wednesday, October 261h at 6:30 p.m.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by Councilmember
DeWitt, second by Councilmember Hendricks. The motion carried, 7-0.

2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.

As of this date, October 25, 2005, Council does approve warrant numbers 16278 through 16344, in the
total amount of $654,988.83. Warrant numbers 16299, 16300, and 16315 were voided.
Council does approve payroll warrant numbers 22692 through 22776 in the total amount of $190,258.06,
paid October 5, 2005 for the month of September 2005.
ACTION ITEM
05-10-01 Approval of an Interlocal Agreement between the City of East Wenatchee and Public
Utility District No. 1 of Douglas County regarding the Eastmont Avenue NE: 15`h Street
NE to 19`h Street NE project.
Street Superintendent Goodman said the Douglas County PUD wishes to enter into an agreement with the
City for the purpose of relocating the overhead electric power distribution system underground along with
the City project for construction. He said in a question brought forth in Exhibit B, Item 1, regarding the
mobilization unit cost opposed to the total cost was a typo. He said the construction total cost is an
accurate figure. He added this estimate is for informational purposes only and is not binding on the
parties. The actual cost is the amount that will be reimbursed to the City by the PUD. He added the East
Wenatchee Water District and the Douglas County Sewer District will be entering into similar agreements
to place water and sewer lines in that same portion of roadway.
Councilmember DeWitt said he will abstain as he is employed by the Douglas County PUD.
Council Action: A motion was made to approve the agreement and authorize the Mayor to sign said
document by Councilmember Buckner, second by Councilmember Bremmer. The motion carried, 6-1.
(DeWitt abstained)
Mayor Lacy asked Street Superintendent Goodman for an update on the Central Business District (CBD)
project. Mr. Goodman said we are in the process of finalizing some right-of-way and we still have a
couple of parcels that we are waiting to receive the deeds for. He added when making an offer on a
portion of Mall property we found this property is owned by the Jennings family, the Mall has a long term
lease and will not be able to sign over the piece of property we need along Baker Avenue. Being a federal
grant process we need to present them with the appraised value and make an offer. Mr. Goodman said he
expects this project to go out for bid March 2006 or earlier and anticipates construction to begin in April
or May 2006. He added the PUD again wishes to be part of this project which will require an Interlocal
Services Agreement at that time.
COUNCIL REPORTS
Councilmember Raab submitted minutes from the Chelan -Douglas Health District meeting held
September 19, 2005. He also submitted a report and an editorial from the Lake Chelan Mirror on the
positive communications between local agencies and RiverCom Interim Director Wayne Barnhart.
Councilmember Buckner submitted minutes from the Wenatchee Valley Transportation Council meeting
held August 11, 2005.
Councilmember McCourt and Councilmember Buckner gave a review of the Council of Governments
meeting held Thursday, October 20`h they discussed revising the Humane Society contracts to coincide
with the RCW's and City ordinances. They also discussed humane services and statutory services and
whether the humane services are considered a donation of public funds. Mayor Lacy said he is presuming
by the discussion that the City shall contract as usual this year and work on revising the contract to
coincide with RCW's and ordinances for the following year.
