LACY, PRESIDING SEPTEMBER 27, 2005 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember McCourt, Councilmember Aiken, Councilmember DeWitt, Councilmember Buckner, Councilmember Bremmer, Councilmember Raab and Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Teresa Allen, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Sebastian Moraga introduced himself as the new City Reporter from the Wenatchee World. Mayor Lacy thanked Mr. Moraga for the admirable job on reporting the annexation article which was published in the Wenatchee World today. MAYOR'S REPORT Mayor Lacy said an Executive Session regarding property acquisition had been added to the agenda and would be held at the end of the Council Meeting. Mayor Lacy reminded the Budget Committee of the budget meeting which will be held Tuesday, October 41h at 6:30 pm. Mayor Lacy said with the incidents of vandalism at the Japanese Garden the City received a quote for security cameras. He added the equipment in the quote would also allow for the garden to be seen via the internet. He said he would pass the information to the 2006 Budget Committee. Mayor Lacy reminded council of a reception being held at City Hall Thursday, September 29`h at 4:30 pm to welcome the Misawa Delegation visiting East Wenatchee for the Wings & Wheels Festival. CONSENT CALENDAR Council Action: A motion was made to approve the consent calendar as presented by Councilmember Hendricks, second by Councilmember Aiken. The motion carried, 7-0. 1. Consideration of minutes -- Regular Session, September 13, 2005 2. Consideration of Bills Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. CITY OF EAST WENATCHEE COUNCIL MINUTES September 27, 2005 As of this date, September 27, 2005, Council does approve warrant numbers 16197 through 16244, in the total amount of $97,473.64. Warrant number 16196 was voided. Council does approve payroll warrant numbers 22607 through 22680, in the total amount of $190,338.36, paid September 2, 2005 for the month of August 2005. ORDINANCE 05-09-01 First reading of an ordinance amending the City of East Wenatchee 2005 Budget to add five hundred dollars to the Finance Department of the Current Expense Fund. City Treasurer Countryman said with the move of the finance offices to the basement it would be beneficial for them to lease a copy machine now rather than waiting until the next budget year. She added the copy machine would also be used by the East Wenatchee Events Board and they would be billed quarterly for usage. Councilmember Hendricks questioned if the City could hold off on doing budget amendments each time something comes up and instead do one amendment at the end of the year. Mayor Lacy said if an item is not budgeted for and although there may be enough money in the department budget overall but there is not enough money in the line item to cover the expense the auditors would prefer us to continue with the process we are currently using by amending the budget as issues arise. Council Action: A motion was made to elevate the ordinance amending the City of East Wenatchee budget to add five hundred dollars to the Finance Department of the Current Expense Fund to second , reading by Councilmember Buckner, second by Councilmember Raab. The motion carried, 7-0. The motion carried, 7-0. Mayor Lacy read the Ordinance summary. ORDINANCE NUMBER: 05-10 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE AMENDING ORDINANCE NUMBER 2005-09; AMENDING THE CITY OF EAST WENATCHEE 2005 BUDGET TO ADD FIVE HUNDRED DOLLARS TO THE FINANCE DEPARTMENT OF THE CURRENT EXPENSE FUND. COUNCIL REPORTS Councilmember Aiken thanked Waste Management Manager Ted Woodard for the letter which included very thorough answers to a letter he had submitted to them regarding several issues that were not consistent with the contract they have with the City of East Wenatchee. Mayor Lacy said Council had received an invitation to attend a Short Course Planning in Soap Lake on Thursday, October 6, 2005. He encouraged Council to participate as the information is very informative. EXECUTIVE SESSION At 6:50 p.m. Mayor Lacy called a twenty minute executive session regarding property acquisition. Mayor Lacy excused himself and turned the meeting over to Mayor Pro-tem Raab. At 7:30 pm the executive session was extended an additional twenty minutes. Council reconvened at 7:50 p.m. Mayor Pro -tern Raab said the executive session pertained to the Central Business District Project — Lacy & Kane Property and Council is ready to decide on the Purchase and Sale Agreement of said property. Council Action: A motion was made to authorize Mayor Pro Tern Raab to execute the Purchase and Sale Agreement dated September 21, 2005, for the Lacy & Kane Property as altered and the Lease Agreement as unaltered by Councilmember Bremmer, second by Councilmember Hendricks.
