REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Raab, Councilmember Hendricks, Councilmember Buckner,
Councilmember McCourt, Councilmember Bremmer, and Mayor Lacy. Councilmember Aiken and
Councilmember DeWitt were excused.
Council Action: A motion was made to excuse Councilmember Aiken from this Council Meeting by
Councilmember Raab, second by Councilmember Bremmer. The motion carried, 5-0.

Councilmember Buckner, second by Councilmember McCourt. The motion carried, 5-0.
Staff Present: Dana Barnard, Lori Barnett, Bob Goodman, Randy Harrison, and Chuck Zimmerman.

OPEN SPACE APPLICATION
Wenatchee Golf and Country Club
Community Development Director Barnett said pursuant to the provisions of WAC 458-30-230(3), a Decision
Body must be made up of three City Councilmembers and three County Commissioners.
Decision Body: Councilmember Bremmer, Councilmember Raab, Councilmember Hendricks,
Commissioner Hunt, Commissioner Stanton, Commissioner Keane.
Community Development Director Barnett said the East Wenatchee Planning Commission and the
Douglas County Regional Planning Commission made a recommendation to deny application OS 2004-
01 based on findings of fact and conclusions. She said the applicant is requesting a change in the tax
assessment, to designate this parcel as open space. This would change the taxation from highest and best
use to its current use. The subject property is located at 1600 Country Club Dr. in a Residential Low
Density (R-L) zoning district between 19th St. NE to the north, 15th St. NE to the south, Baker Ave. to
the west and Eastmont Ave. to the east within Section 2, Township 22 N. Range 20 EWM in the City of
East Wenatchee within Douglas County, Washington.
Community Development Director Barnett said the Decision Body can accept the recommendation of the
Planning Commission, modify the recommendation, or set a public hearing to hear additional testimony.
Brett Telford, President of the Wenatchee Golf and Country Club expressed that although the Country
Club is a private club they are supporting the community in many ways such as they host weddings, the
local Wenatchee and East Wenatchee golf teams and offer golf and swim lessons to the public and friends
of members. They also allow the public to golf as long as they are accompanied by a member.
After discussion of the Decision Body, a motion was made by Councilmember Hendricks second by
Councilmember Raab to approve the Planning Commission recommendation and deny the application
with the discussed modifications to the finding of facts and conclusions. The motion carried 5-1.

MAYOR'S REPORT
Mayor Lacy commended City Treasurer Countryman for submitting the 2"d quarter 2005 financial report.
He added it is a very positive report and thanked staff for keeping the City in good financial order.
Mayor Lacy said he has had positive discussions with City and County staff regarding some proposed
changes to the pre annexation agreement. He added he believes these discussions will result in a revised
pre -annexation to present to City Council and Douglas County Commissioners for approval. Mayor Lacy
said an annexation proposal will be brought forward on the August 23, 2005 Council agenda for approval
of placing the question of annexation to the voters of the area designated as the Kentucky Street
Annexation on the November 8`h ballot.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by Councilmember
Hendricks, second by Councilmember McCourt. The motion carried, 5-0.

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, August 9, 2005, Council does approve warrant numbers 16057 through 16096, in the total
amount of $39,865.47. Warrant number 16033 was voided.
COUNCIL REPORTS
Councilmember Buckner submitted minutes from the Wenatchee Valley Transportation Council meeting
held July 14, 2005. He added the minutes include approval of the 2006 Preliminary Budget that do not
include an increase in member dues.
Councilmember Buckner said he will be attending the Resource Conservation & Development meeting,
the Economic Development District meeting and the North Central Regional Transportation Planning
Organization meeting tomorrow in Chelan.
Councilmember Raab said with the resignation of Director Terry Thornberry, RiverCom is in the process
of determining whether an interim Director is needed until the position is filled. He added there will be a
meeting tomorrow to discuss the issue.
Councilmember Bremmer noted an item of interest from the minutes of the Solid Waste Advisory
Committee meeting held August 4, 2005 which states that the Greater Wenatchee Regional Landfill will
now require an asbestos certification prior to dumping. He added this affects mainly contractors that do
demolition type jobs.
