ROLL CALL
Councilmembers Present: Councilmember Raab, Councilmember DeWitt, Councilmember
Hendricks, Councilmember Bremmer, Councilmember McCourt, Councilmember Buckner and
Mayor Lacy. Councilmember Aiken was excused.
Council Action: A motion was made to excuse Councilmember Aiken from this Council Meeting
by Councilmember Bremmer, second by Councilmember Raab. The motion carried, 6-0.
Staff Present: Dana Barnard, Linda Countryman, Teresa Allen, Lori Barnett, and Chuck
Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
Bob Corkrum said he and his late wife had purchased a sand stone sculpture "Two River Otters"
by local artist Wendy Hook. He has donated the sculpture to Art on the Avenues, which would be
portrayed in the Art on the Avenues Tour Map brochure and covered by their insurance. He said
he would like to place the sculpture in a location near and dear to his late wife and also in a place
safe from vandalism. He said the East Wenatchee Library was such a place and asked the City if
they would display the sculpture. He added a base would need to be provided for the sculpture.
Council Action: A motion was made to approve the placement of the "Two River Otters"
sculpture in the City Hall rotunda by Councilmember Buckner, second by Councilmember
Bremmer. The motion carried, 6-0.
MAYOR'S REPORT
Mayor Lacy said he had met with Richard Sullivan regarding the old junior high property on
Ninth Street and at this time there is nothing new to report to City Councilmembers.
Mayor Lacy thanked the Wenatchee World for their gratis in printing the Wenatchee Valley
Sister City Wenatchee Valley 2005 Delegation brochure. He said there will be 22 Delegates
going to Misawa, Japan this year including Councilmember McCourt.
Mayor Lacy said the City has estimated it will take three years for funding to be received from
taxes, property taxes and sales tax revenues in the proposed annexation area to re -pay the County
under the pre annexation agreement. He said the City will formally suggest that proposal to the
County so as not to have an impact on the City's operational or capital budget.
Mayor Lacy said the basement offices are close to completion and that City staff will occupy two
of those offices creating additional space upstairs.

Mayor Lacy said at the May 24. 2005 Council meeting, Council approved the expenditure of up
to $6,000.00 from Stadium Funds to purchase a stage for the purpose of tourism related events.
After further research it has been determined the stage will cost more due to a larger size
commensurate to that which is used at Memorial Park during the Apple Blossom Festival. He said
the larger stage would require an additional $4,000.00 to purchase and would like to purchase the
stage from Current Expense funds rather than Stadium Funds.
City Attorney Zimmerman explained the City is limited to tourism use of the stage if purchased
from Stadium Funds. Therefore, if the City decides to loan out or use the stage for an event other
than tourism it would not be an acceptable use.
Council Action: A motion was made to purchase the stage in an amount up to $10,000.00 from
Current Expense, repealing the earlier decision of using Stadium Funds for the purchase by
Councilmember Raab, second by Councilmember DeWitt. The motion carried, 6-0.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember McCourt, second by Councilmember DeWitt. The motion carried, 6-0.

2. Consideration of Bills
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, June 28, 2005, Council does approve warrant numbers 15899 through 15973, in
the total amount of $165,710.19. Warrant number 15942 was voided.
Council does approve payroll warrant numbers 22351 through 22434, in the amount of
$190,268.90, paid June 3, 2003, for the month of May 2005.
ACTION ITEM
05-06-03 Approval of an agreement between the City of East Wenatchee and Stoneridge
Homeowners Association concerning occupancy of City right-of-way to
construct a fence along 1380 Eastmont Avenue and authorization for the Mayor
to sign said agreement.
Community Development Director Barnett said the Stoneridge Homeowners Association would
like to construct a 48 inch tall segmental, decorative stone -faced fence along the Eastmont
Avenue frontage. She said there is an existing wall/fence segment that was constructed by the
City when Eastmont Avenue was widened. Stoneridge Homeowners would like to attach their
fence to either end of the existing wall to finish off the frontage improvements for their project.
Stoneridge Homeowner Bob Curtis showed pictures of what the wall/fence will look like.
City Attorney Zimmerman said there has been an addition to the agreement paragraph 7 which
states the City may remove without destroying the fence and return it to the Stoneridge
Homeowner Association.
