REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Bremmer, Councilmember
Raab, Councilmember DeWitt, Councilmember Hendricks, and Mayor Lacy. Councilmembers
Buckner and McCourt were excused.
Council Action: A motion was made to excuse Councilmember Buckner from this Council
Meeting by Councilmember Bremmer, second by Councilmember Hendricks. The motion
carried, 5-0.

Staff Present: Linda Countryman, Teresa Allen, Lori Barnett, Randy Harrison, Bob Goodman,
Erin Martindale, and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
Paul Harris, Canfield and Associates, gave an overview of services provided to the City by Cities
Insurance Association of Washington (CLAW). Mr. Harris explained Canfield and Associates
serves as a third party administrator for CIAW. Mr. Harris is a Program Representative for
CIAW.
CIAW provides risk management, property, and liability insurance for member cities. St Paul's
Insurance serves as the reinsurer for CIAW. CIAW maintains a cash reserve of over 2.0 million
dollars for the protection of member cities.
CIAW provides personnel training, including sexual harassment training, through workshops, to
member cities. Additionally, a firearms training simulator is available to member police
departments.
Cost matching for administrative hearings regarding personnel is available. CIAW distributes
$50,000 in safety grants annually to member cities. Recipients may use grant awards toward the
purchase of risk management/safety related equipment.
MAYOR'S REPORT
Mayor Lacy said the Eastmont Metropolitan Park District has agreed to take on the trail lease;
however, the EMPD is unwilling to assume the storm water utility payment for the property.
Douglas County will not sign the lease agreement with that proviso; however, Douglas County
has agreed to pay the fees for five years allowing the EMPD to build its reserves. While no final

3. Set July 12, 2005, as the date for a public hearing regarding the Six Year
Transportation Program.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, June 14, 2005, Council does approve warrant numbers 15860 through 15897, in
the total amount of $75,029.95. Warrant numbers 15846, 15888, and 15890 were voided.
ACTION ITEM
05-06-02 Authorization to surplus items through Northwest Auction Services at an auction
to be held at the Chelan County Shop on Saturday, June 25, 2005. (Randy Harrison, Police Chief)
Council Action: A motion was made to approve authorization to surplus items through
Northwest Auction Services at an auction to be held at the Chelan County Shop on Saturday, June
25, 2005 by Councilmember Hendricks, second by Councilmember DeWitt. The motion carried,
5-0.
COUNCIL REPORTS
In response to questions from Councilmember Hendricks and Mayor Lacy, Chief Harrison said
federal funding for the Columbia River Drug Task Force is expected to run out by September or
October 2005. Chief Harrison added a proposal for continued funding is pending. If the Task
Force is dissolved, assets will be surplused and divided between the four participating
jurisdictions.
In response to questions from Councilmember Aiken, Mayor Lacy said he had spoken to Ted
Woodard, Waste Management, and is waiting for clarification to Councilmember Aiken's
questions.

was invited to ask questions and review project
