LACY, PRESIDING MAY 10, 2005 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Bremmer, Councilmember Aiken, Councilmember Hendricks, Councilmember McCourt, Councilmember DeWitt, Councilmember Raab, and Mayor Lacy. Councilmember Buckner, was excused. Council Action: A motion was made to excuse Councilmember Buckner from this Council meeting by Councilmember Raab, second by Councilmember DeWitt. The motion carried, 6-0. Staff Present: Dana Barnard, Bob Goodman, Lori Barnett, Randy Harrison, Erin Martindale, Teresa Allen, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Jim Jahr of the Eastmont Metropolitan Park District gave an update of park projects and programs. PROCLAMATION Mayor Lacy read proclamations designating the Month of May as "Paint the Valley Purple Month"; and May 30, 2005 as "Memorial Day" in the City of East Wenatchee. MAYOR'S REPORT Mayor Lacy thanked Councilmember Aiken for submitting a letter with a list of items that contained discrepancies between the printed Waste Management documents and the contract that the City of East Wenatchee has with Waste Management. He said he would forward the information 'to Waste Management Manager Ted Woodard for his review and to have those issues clarified. Mayor Lacy said in an ongoing discussion with the Eastmont Recreational Service Area and the Metropolitan Park District he indicated that the City is interested in continuing support of the parks long term, and had indicated to them a willingness to propose to Council that the City would continue to provide $5,000 a year for continued care and maintenance of the loop trail that falls within the City limits. Mayor Lacy said the adult members of the Misawa Delegation attended a "Dessert Farewell" at his home Sunday evening. He added that through a translator Mr. Nakamura said, "of all the things he had done in his life, his experiences in Wenatchee and East Wenatchee were the best things he has done in his life." 1 CITY OF EAST WENATCHEE COUNCIL MINUTES MAY 10, 2005 DEPARTMENT REPORT Community Development Director Barnett distributed to Council a map showing the proposed Kentucky Avenue Annexation boundaries. She said if the map meets with approval of the Council she would like to start collecting information needed to provide to Douglas County and the Boundary Review Board. She added she has been in negotiations with Douglas County to amend the provisions of the existing annexation agreement relating to repayment of road taxes. Mayor Lacy said upon annexation his intent to repay the road taxes to the County was to pay them as the City receives them so as not to put the City into debt. Following Council discussion regarding annexation boundaries, annexation procedures and services needed in the proposed annexation area, Council approved the proposed Kentucky Avenue annexation map. Community Development Director Barnett said she attended an Access Hearing this evening regarding the SR28/285 Interchange. She said the purpose of the meeting was to talk to property owners that would have their access eliminated or restricted. She explained that the City of East Wenatchee owns property from the Fred Meyer retaining wall to the Columbia River and the Washington State Department of Transportation (WSDOT) will need that property for a maintenance road and also to enable them to grant an easement to the Chelan County Public Utility District for replacement of existing power lines now located in the Fred Meyer parking lot that will need to be moved prior to road construction. She said the City currently has access from Grant Road however that area of Grant Road is not accessible. Ms. Barnett said the City has 14 days to respond to the request for comments to the access and is asking Council to allow her to respond, requesting preservation of access to the shoreline in the event it becomes necessary for right-of-way it could be used for passive recreation and have it on record with WSDOT that the City anticipates being able to access property using their proposed maintenance road. Ms. Barnett reviewed the Highway 28/SR285 Interchange design route with Council. Council approved communication with WSDOT to preserve access. Community Development Director Barnett gave an update on the Canyon A Drainage project explaining that the alignment has been modified from previous designs to accommodate WSDOT's proposal to construct an urban interchange at Grant Road and Highway 28. She explained the new alignment would take the pipe through 4`h Street. She added Staff is working to have part of the project constructed this summer and fall. CONSENT CALENDAR Council Action: A motion was made to approve the consent calendar as presented by Councilmember Aiken, second by Councilmember Bremmer. The motion carried, 6-0. 1. Consideration of Minutes — Regular Session, April 26, 2005 2. Consideration of Bills — Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. As of this date, May 10, 2005, Council does approve warrant numbers 15767 through 15801; in the total amount of $180,744.05.
