ROLL CALL
Councilmembers Present:, Councilmember McCourt, Councilmember Aiken, Councilmember
Bremmer, Councilmember Buckner, Councilmember Raab, Councilmember DeWitt, and Mayor
Lacy. Councilmember Hendricks was excused.
Council Action: A motion was made to excuse Councilmember Hendricks from this Council
Meeting by Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 6-
0.
Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Lori Barnett, Bob Goodman,
Bruce Nash, and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
Eastmont High School Principal Russ Waterman said the Department of Justice Community
Oriented Policing Services (COPS) has announced the availability of a COPS in Schools
program, which will assist law enforcement agencies in hiring new, additional School Resource
Officers (SROs) to engage in community policing in and around primary and secondary schools.
Mr. Waterman said he would like to encourage the City Council to apply for the grant funds and
offered the School District's support. Mayor Lacy thanked Mr. Waterman for the School District
endorsement and authorized Chief Harrison to apply for the grant. If the grant is successful the
City Council would then need to approve the hiring of an officer which would need to be
reviewed during the budget process.
DEPARTMENT REPORT
Community Development Director Barnett said at the Greater East Wenatchee Storm Water
Utility Workshop it was decided by consensus to enter into a Public Works Trust Fund Loan
(PWTF). She asked Council to approve the recommendation of the Storm Water Management
Utility Team. She said a 15% match would be required of the Storm Water Utility to get the
lower interest rate of/2 percent. The Storm Water Utility has $600,000.00 set aside that could be
used for matching funds.
Council Action: A motion was made to approve the PWTF loan as recommended by the Storm
Water Utility Management Team by Councilmember Bremmer, second by Councilmember Raab.
The motion carried, 6-0.
MAYOR'S REPORT
Mayor Lacy said he had received positive responses from letters he recently sent to The
Wenatchee Valley Chamber of Commerce and the Wenatchee World regarding the lack of
