ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember DeWitt, Councilmember Aiken, Councilmember McCourt, Councilmember Hendricks, and Mayor Pro-Tem Raab. Mayor Lacy was excused from the meeting. Councilmember Bremmer was absent. Staff Present: Dana Barnard, Lori Barnett, Linda Countryman, Bob Goodman, Bruce Nash and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Wenatchee Valley Convention and Visitors Bureau Executive Director Jill Spanjer gave an annual report for 2003. DEPARTMENT REPORT Community Development Director Barnett said the Douglas County Auditor's Office has rejected the Fancher Heights Annexation Petition. She said the rejection of the petition was due to the time line in which signatures were collected and filed. She added the supporters of the Fancher Heights annexation can still ask the East Wenatchee City Council to put the annexation on the ballot. Supporters can also try the petition method again, collecting 44 valid signatures on a new petition. Ms. Barnett said she would like to have direction from Council relative to support for the continued processing of an annexation proposal for the Fancher Height area prior to expending staff resources to research the needed information. Councilmember Hendricks said he would like to know the pre -annexation costs and the balance of the city's reserves fund prior to making a commitment to annex the Fancher Heights area. He added he would like Council to take another look at the Interlocal Annexation Agreement to see if there are areas that could be fine tuned. After further discussion, Council tabled the issue. Community Development Director Barnett said she had attended a meeting at the Eastmont School District regarding the sale of surplus property. She said the Columbia Valley Housing Authority was interested in the athletic field on the north side of Ninth Street, adjacent to City Hall. The Housing Authority would place new single and multi family housing to replace two manufactured home parks, the Town Center Plaza in East Wenatchee and the Ninth Street trailer Park in Wenatchee.
