LACY, PRESIDING FEBRUARY 10, 2004 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Raab, Councilmember DeWitt, Councilmember Aiken, Councilmember Hendricks, Councilmember Bremmer, Councilmember McCourt, Councilmember Buckner, and Mayor Lacy. Staff Present: Dana Barnard, Lori Barnett, Randy Harrison, Linda Countryman, Bob Goodman, Teresa Allen, Bruce Nash, Dan Reierson, Christie Patterson and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation proclaiming the City of East Wenatchee's support for the 2002 Washington State Special Olympics Winter Games. CITIZEN COMMENTS Ken Dominguez, Clearwater Steakhouse & Saloon, and Jack Cooper, Minn's Club, said the East Wenatchee Police are targeting customers from the downtown bars. The bar owners feel their customers are being unfairly pulled over after leaving their establishments. Police Chief Harrison said the East Wenatchee Officers pull people over only if they are breaking the law. He said the Officers concentrate on the downtown area because it has a high crime rate. He added, if there is an area where there is a lot of disorderly conduct, vandalism or assault the Officers will patrol those areas more often as well. Mayor Lacy said he has only received complaints from bar owners about police. He said he has not received any complaints from customers and does not see any evidence of Officers stopping people for no reason. Wayne Barnhart Douglas County Fire District No.2 said the Fire Protection Classification of East Wenatchee has improved from a Class 5 to a Class 4 effective May 1, 2004. He said the new class will reduce fire insurance rates on most commercial and institutional property that meet the minimum requirements for water supplies and fire hydrants.
