Steven C. Lacy — Mayor, Jonn M. DeWitt — Council Position No. 1, Harry Raab — Council
Position #2, Sandra McCourt — Council Position No. 5, and Dennis Hendricks — Council Position
#6 were sworn into their positions with the oath of office given by Mayor Pro Tempore Bremmer.
Mayor Lacy welcomed Sandra McCourt to the East Wenatchee City Council.
ROLL CALL
Councilmembers Present:
Councilmember Hendricks, Councilmember McCourt, Councilmember Aiken, Councilmember
DeWitt, Councilmember Bremmer, Councilmember Raab, and Mayor Lacy.
Council Action: A motion was made to excuse Councilmember Buckner from this Council
meeting by Councilmember Raab, second by Councilmember Bremmer. The motion carried, 6-0.
Staff Present: Dana Barnard, Linda Countryman, Lori Barnett, Bob Goodman, Randy Harrison,
and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
Terry Berends, Washington State Department of Transportation gave a presentation on the SR
28/285 East Wenatchee — Interchange.
Mr. Berends said the Wenatchee Valley has experienced substantial growth and increased traffic
congestion in the recent years. One bottleneck in the regional transportation system is the
intersection of SR28/285 and Grant Road (a principal arterial for the City of East Wenatchee).
The intersection has exceeded its capacity and is also a High Accident Corridor due to increased
volumes and failing intersection operation.
Mr. Berends said the project consists of two phases:
• Phase One would construct a bypass for south bound traffic and a triple left at the current
intersection. This would improve the operation of this intersection until 2014 at which
time the intersection fails. At this time it would be critical to construct Phase Two.
• Phase Two would build a single point urban interchange to replace the current at -grade
intersection. This improvement would increase the capacity and operation of the
intersection well past 2028, the design year selected for this project.
The estimated cost for two phases is twenty-six million dollars.

As of this date, January 13, 2004, Council does approve warrant numbers 14146 through 14152,
in the total amount of $8,719.53 for 2004 payables.
RESOLUTION
04-01-01 A resolution amending certain fees relating to animal licenses and animal
services.
Mayor Lacy said the resolution would amend the fees relating to animal licenses and animal
services.
Council Action: A motion was made to adopt the resolution relating to animal license fees and
animal services by Councilmember Hendricks, second by Councilmember Bremmer. The motion
carried, 6-0.
Mayor Lacy read the resolution title.
RESOLUTION 2004-01
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST
WENATCHEE, WASHINGTON, AMENDING CERTAIN FEES RELATING TO
ANIMAL LICENSES AND ANIMAL SERVICES AND REPEALING
RESOLUTION NO.02-10.
ORDINANCE
04-01-02 First reading of an ordinance amending the East Wenatchee 2004 Budget.
Mayor Lacy said the Wenatchee Valley Humane Society had accepted the contract with the City
of East Wenatchee with an exception of changing the cost price index from 1.5% to 2.3% for
2004.
Council Action: A motion was made to elevate the ordinance amending the East Wenatchee
2004 Budget to second reading by Councilmember Hendricks, second by Councilmember Aiken.
The motion carried, 6-0.
Council Action: A motion was made to adopt the ordinance amending the East Wenatchee 2004
Budget by Councilmember Aiken, second by Councilmember DeWitt. The motion carried, 6-0.
