Councilmembers Present: Councilmember Hendricks, Councilmember McCourt,
Councilmember Aiken, Councilmember DeWitt, Councilmember Bremmer, Councilmember
Buckner, Councilmember Raab, and Mayor Lacy.

PLEDGE OF ALLEGIANCE
PRESENTATION
Robert McDonald of Normandeau Associates gave a slide presentation on Salmon Recovery
Planning in Douglas County. Mr. McDonald said in the last decade, the federal government listed
salmon, steelhead, and bull trout across the state as threatened under the Endangered Species Act
(ESA). Recovery Plans are required by the ESA to recover endangered and threatened species.
The Upper Columbia Salmon Recovery Board has taken on the challenge of coordinating the
development of regional salmon recovery plans for their region of the state. The plans will
integrate the habitat, hatcheries, hydro and harvest factors in meeting recovery goals and involve
local citizens, land owners, city and county governments, and salmon recovery groups, as well as,
state, federal and tribal governments in the development.
MAYOR'S REPORT
Mayor Lacy said he had received a letter from LINK Transit asking the City if they would like to
create a message to share with residents and visitors. This message will be placed on a plaque and
installed in the trolley which will be starting service in March 2005.
Council agreed by consensus to the following message:
Landing site of the first Trans -Pacific Flight by Clyde Pangborn and Hugh Herndon from
Misawa, Japan 1931. Renowned in North Central Washington for our Natural Beauty, Quality of
Life, and Friendly People.

Councilmember DeWitt, second by Councilmember Buckner. The motion carried, 7-0.

04-12-07 A recommendation for an amendment to the preliminary approval of an existing
Planned Unit Development for Celebration Lutheran Church, permitting
temporary on -site residence for construction workers from "Mission Builders" to
live in during the construction phase of the project.
Community Development Director Barnett said the approval is specific only to "Mission
Builders" and would not allow any other workers of the project to live on -site.
Council Action: A motion was made to approve an amendment to the preliminary approval of an
existing Planned Unit Development for Celebration Lutheran Church, permitting
temporary on -site residence for construction workers from "Mission Builders" to
live in during the construction phase of the project by Councilmember Hendricks, second by
Councilmember Bremmer. The motion carried, 7-0.
04-12-08 Authorization for the Mayor to sign a letter indicating concurrence with the
relocation of the Grant Road Viewpoint from the Fred Meyer area to the foot of
901 Street NE, near the Columbia Rivers pedestrian bridge.
Community Development Director Barnett said Staff has been meeting with Washington State
Department of Transportation over the last few months in regards to relocating the Grant Road
View Point. She said the first phase of SR28 & SR285 Interchange will place southbound
highway 28 across the Fred Meyer parking lot where the Grant Road View Point is located.
Council Action: A motion was made to authorize the Mayor to sign a letter indicating
concurrence with the relocation of the Grant Road Viewpoint from the Fred Meyer area to the
foot of 9`h Street NE, near the Columbia Rivers pedestrian bridge by Councilmember Bremmer
second by Councilmember Buckner. The motion carried, 7-0.
DISCUSSION ITEMS
04-12-09 A discussion regarding the amount budgeted for Animal Control Services in the
2005 Preliminary Budget.
Mayor Lacy said the Wenatchee Valley Humane Society submitted a budget proposal requesting
a 3.1% increase for 2005. The 2005 Budget Committee recommended the City make a counter
offer with a 1.8% increase. The Wenatchee Valley Humane Society rejected the counter offer.
Mayor Lacy added he has contacted Douglas County Commissioner Stanton and City of
Bridgeport Mayor Jenkins and would like to meet with other jurisdictions in Douglas County in
regards to providing animal control in Douglas County.
Council Action: A motion was made to authorize the Mayor to execute the Animal Control
Contract for Services with a 3.1 % increase in the City of East Wenatchee 2005 Budget by
Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 7-0.
04-12-10 A discussion regarding drafting a new Agreement for Services with the
Wenatchee Valley Convention and Visitors Bureau.
Mayor Lacy said he received a letter from Mayor Johnson requesting the City of East Wenatchee
reconsider the decision to terminate its agreement for services with the Wenatchee Valley

ORDINANCE NUMBER: 04-14
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST
WENATCHEE ADOPTING THE FINAL BUDGET OF THE CITY FOR THE
FISCAL YEAR COMMENCING JANUARY 1, 2005, AND APPROVING AN
ORDINANCE SUMMARY FOR PUBLICATION.
EXECUTIVE SESSION
At 7:40 p.m. Mayor Lacy called a ten minute executive session regarding personnel matters.
Council reconvened at 7:50 p.m.
RESOLUTIONS
Councilmember Buckner submitted resolutions designating a voting representative and an
alternate to the North Central Regional Transportation Planning Organization (NCRTPO) and
also for the Wenatchee Valley Transportation Council (WVTC).
Council Action: A motion was made to appoint Councilmember Buckner the voting
representative and Councilmember Hendricks as the alternate to the WVTC by Councilmember
Bremmer, second by Councilmember Raab. The motion carried, 7-0.

Council Action: A motion was made to appoint Councilmember Buckner the voting
representative and Councilmember Hendricks as the alternate to the NCRTPO by Councilmember
Hendricks, second by Councilmember DeWitt. The motion carried, 7-0.

Councilmember Buckner said he would not be available to attend the next Economic
Development District (EDD), Resource Conservation & Development (RC&D), Regional
Transportation Planning Organization (RTPO) and asked if another Councilmember would be
available to attend these meetings. Councilmember Bremmer said he would attend the meetings
as an alternate.
