ROLL CALL
Councilmembers Present: Councilmember DeWitt, Councilmember Raab, Councilmember
Hendricks, Councilmember Aiken, Councilmember Buckner, Councilmember McCourt,
Councilmember Bremmer, and Mayor Lacy.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett,
and Chuck Zimmerman.

CONSENT CALENDAR
Councilmember Buckner questioned a phone bill from Verizon regarding RiverCom. Chief
Harrison explained that with RiverCom the Police Department needed additional telephone lines.
He added the amount was two hundred dollars more and it has been negotiated to a lower amount
which is what has been submitted for these payables.
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember DeWitt, second by Councilmember Bremmer. The motion carried, 6-1.

1. Consideration of minutes -- Regular Session, November 9, 2004
2. Consideration of Bills —
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, November 23, 2004, Council does approve warrant numbers 15155 through
15193, in the total amount of $72,843.75. Warrant numbers 15164 and 15088 were voided.
Council does approve payroll warrant numbers 21744 through 21832, in the total amount of
$177,714.63, paid November 5, 2005, for the month of October 2004. Payroll warrant numbers
21789, 21799, and 21811 through 21814 were voided.
PUBLIC HEARING
04-11-04 A public hearing regarding the final proposed 2005 budget for East
Wenatchee.

CITY OF EAST WENATCHEE COUNCIL MINUTES NOVEMBER 23, 2004
Council Action: A motion was made to withdraw the offer of Agreement for Services with the
WVCVB and revise the ordinance with respect to hotel/motel tax allocations by Councilmember
Hendricks second by Councilmember DeWitt. The motion carried, 7-0.
WVCVB Board member Freida Stevens asked Council to reconsider their position as it is the
intention of the WVCVB to promote tourism in the Wenatchee Valley not just Wenatchee or East
Wenatchee.
ORDINANCE
04-11-05 First reading of an ordinance regarding amending section 4.38.030 of the East
Wenatchee Municipal Code, increasing taxes on social card games.
Mayor Lacy read first reading of the ordinance.
Council discussed gambling tax revenues and reserves in the proposed 2005 Preliminary Budget.
Council also acknowledged and discussed the comments made during the public hearing.
Council Action: A motion was made to elevate the ordinance amending section 4.38.030 of the
East Wenatchee Municipal Code, increasing gambling taxes on social card games to second
reading by Councilmember Bremmer, second by Councilmember Aiken. The motion carried, 7-0.
Council Action: A motion was made to adopt the ordinance amending section 4.38.030 of the
East Wenatchee Municipal Code, increasing gambling taxes on social card games by
Councilmember Aiken, second by Councilmember Bremmer. The motion failed, 0-7.
04-11-03 First reading of an ordinance regarding salaries and compensation to be paid to
certain officials and employees of the City of East Wenatchee.
Mayor Lacy said the 2005 budget reflects a 2.5 percent increase for all non -bargaining unit
employees.
Council Action: A motion was made to elevate the ordinance regarding salaries and
compensation to be paid to certain officials and employees of the City of East Wenatchee to
second reading by Councilmember Hendricks, second by Councilmember Aiken. The motion
carried, 7-0.
Council Action: A motion was made to adopt the ordinance regarding salaries and compensation
