ROLL CALL
Councilmembers Present: Councilmember Raab, Councilmember DeWitt, Councilmember
Hendricks, Councilmember Bremmer, Councilmember McCourt, Councilmember Buckner, and
Mayor Lacy. Councilmember Aiken was excused.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember
Bremmer to excuse Council Aiken from this meeting. The motion carried 6-0.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett,
Teresa Allen, and Chuck Zimmerman.

CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Bremmer, second by Councilmember Hendricks. The motion carried, 6-0.

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, October 12, 2004, Council does approve warrant numbers 15014 through 15059,
in the total amount of $100,735.74. Warrant number 15048 was voided.
AGREEMENT
04-10-02 An agreement between the City of East Wenatchee and KrisTsea Investments
LLC, to permit construction of windows on certain real property located at 478
Grant Road.
City Attomey Zimmerman said the property located to the west of this property is currently used
as a sidewalk, and for an existing parking lot for the Columbia Cinema Theatre. He said the
agreement would require the owner and its successors and assigns to remove the windows in the
event the parcel to the west seeks development in the future.

COUNCIL REPORTS
Mayor Lacy said the Wenatchee Valley Museum and Cultural Center had submitted a letter in
further consideration of a Cultural Coordinator and has proposed that the City of East Wenatchee
allocate a budgeted amount for contracting for museum services. This way the museum could
work on individual projects for East Wenatchee on a case by case basis. Mayor Lacy said there
may be others ways to approach the issue and he would keep Council informed of the outcome.
Councilmember DeWitt submitted a report from the Chelan/Douglas Regional Support Network
(RSN) board meeting he attended on October 41h in which RSN Staff member Jim Colvin
introduced Tamara Cardwell as the new Developments Disabilities Program Manager. Mr. Colvin
also reported that the receptionist position should be filled from one of forty applicants that
applied for the position. A discussion regarding the technical committee that was formed to
review mental health provider contracts concluded with a decision to look at redefining the roles
of that committee, as all funding for 2005 will be strictly for Medicaid contracts. The next
CDRSN meeting will be held November 1" at 4:00 p.m.
Councilmember Buckner submitted a report on the Resource & Conservation Development
(RC&D) and the Economic Development District (EDD) meetings. The finance committee
developed a funding and dues plan which will affect the thirty member group that comprises the
EDD. The City of East Wenatchee will be asked to pay approximately $1000.00 in annual dues.
Subsequent to these meetings, the Comprehensive Economic Development Strategy plan was
submitted to Economic Development Administration (EDA) and was accepted. Several steps are
required before receiving initial funding from EDA, but it appears the EDD will have funding,
along with membership dues, to create an operating structure, hire part-time clerical help and
establish a base for carrying out EDD goals and objectives.
Councilmember Buckner reported that he also attended the RC&D Pac Rim Conference on
September 27`h and 28`h in Chelan. He said this was a gathering of RC&D chapters from the
Pacific Islands, Alaska, WA, OR, CA and the National Association, located in Washington DC.
Resource Conservation is a prime goal of all RC&D's such as watershed, protection and flood
control; voluntary wetlands reserve programs; wildlife habitat programs; practicing good
stewardship practices on farm and range lands; weed control programs; etc. The development
aspect of the RC&D focuses upon creating sustainable practices for economic growth within each
region. The theme of the conference was: Sustainable Communities.
Councilmember Buckner reported that as the City's liaison he attended the Wenatchee Valley
Chamber of Commerce Board Meeting on October 12`h. He noted the Chamber is considering
adding additional Board Member positions and there is a potential applicant that would represent
the Valley Mall, if elected. The Chamber Business Expo will be October 28, 2004 at the
Wenatchee Convention Center from 11 a.m. to 5:00 p.m.
Councilmember Buckner said there will be a Chamber Noon Network Lunch meeting October
14`h from 12:00 p.m. to 1:30 p.m. at the Clearwater Steakhouse & Saloon the topic of discussion
will be the SR285 / Highway 28 interchange.
Councilmember Buckner said there will be a Council of Governments meeting October 21, 2004,
at East Wenatchee City Hall from 9:00 a.m. to 11:00 a.m.
