ROLL CALL
Councilmembers Present: Councilmember Bremmer, Councilmember Raab, Councilmember
McCourt, Councilmember Buckner, Councilmember DeWitt, Councilmember Hendricks, and
Mayor Lacy. Councilmember Aiken was excused.
Council Action: A motion was made by Councilmember DeWitt, second by Councilmember
Buckner to excuse Councilmember Aiken from this meeting. The motion carried 6-0.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Teresa Allen, and Chuck
Zimmerman.

MAYOR'S REPORT
Mayor Lacy said at the April 14, 2004 Council meeting, Council approved a request for funds in
the amount of $4,500.00 to complete the items yet to be constructed and installed in the Bridge of
Friendship Japanese Garden. He added the work has not been completed however the City has
received a bill from Scott Rice Architects for the design work in the amount of $715.00. Mayor
Lacy said he would like to pay the bill for the design work that has been completed. Council
agreed by consensus to pay Scott Rice Architects for the design work on the Bridge of Friendship
Japanese Garden.
Mayor Lacy said he attended "Fiesta Mexicanas", Celebrating Mexico's Independence Day
Sunday, September 12 at Lincoln Park. He said he had met with Wenatchee Valley Museum &
Cultural Center Director Keith Williams last year regarding reorganization of the museum,
making it a regional museum. He added he has received a proposal from Mr. Williams that the
Museum hire a Museum Program Coordinator to accomplish East Wenatchee supported cultural,
heritage arts and events. The position would be funded by East Wenatchee and be considered an
employee of the Wenatchee Valley Museum Association, under museum supervision. This
position would be dedicated 100 % to East Wenatchee with a proposed budget amount of
$42,963.00.
Mayor Lacy said he received notice from the Sister City Association that a 6 member delegation
from Misawa, Japan lead by Misawa's Deputy Mayor will be attending the Wings & Wheels
Festival. He asked Council to be available to greet the delegation at the airport on October 1,
2004 at 10:40 a.m.
Mayor Lacy said he would be appointing a budget committee for the City of East Wenatchee
2005 budget. He added he would like to give Department Heads the opportunity to give
presentations to the Budget Committee this year.

Street Superintendent Goodman said he and Community Development Director Barnett met with
Douglas County Commissioners to discuss the purchase of the Douglas County Area 1 Shop
property for exchange with Kabang LLC for dedication of right of way on Grant Road. He said
the City would like to obtain additional right of way along 209 Grant Road frontage to eventually
extend the right turn pocket. He added this will be necessary to accommodate the Washington
State Department of Transportation (WSDOT) for a new interchange at SR 28 and Grant Road.
Douglas County Commissioners agreed to sell the property to the City for $7.00 per square foot
for a total purchase price of $12,103.00.
City Attorney Zimmerman said Ms. Barnett tried to negotiate a lesser purchase price for the
Douglas County parcel.
Councilmember Buckner commended Ms. Barnett for her vision of future projects and making
this a win -win situation for all parties involved.
Council Action: A motion was made to approve the City purchase of a portion of parcel number
03700003708 from Douglas County and authorize the Mayor to sign the necessary documents to
transfer that property in exchange for dedication of right of way along Grant Road by
Councilmember Hendricks, second by Councilmember Buckner. The motion carried, 6-0.
DISCUSSION ITEM
04-09-02 A review of a new proposed contract between the Wenatchee Valley Convention
and Visitors Bureau (WVCVB) and the City of Wenatchee, to discuss similarities
with East Wenatchee's contract with the WVCVB.
Mayor Lacy said the City of East Wenatchee has been a party to a contract with the WVCVB
through last September which was approved by Council. This contract was a reciprocal contract,
meaning it was the same as a contract that that City of Wenatchee Council also approved whereby
we funded a proportionate share of funds to the WVCVB.
Wenatchee has submitted a contract to the WVCVB which has some changes from the previous
contract that concern Mayor Lacy. One item in the new contract is that an elected official will not
serve as a chairperson of the Visitors Bureau. Another item is the date the agreement is entered
into which is a concern as there has been a lapse for several months without a contract for the
City of East Wenatchee. Mayor Lacy asked for an explanation from the WVCVB Chairperson
who asked Wenatchee for a clarification. She said at a meeting to be held on September 22°d and
Mayor Johnson will explain his reasons for the proposed change. He added Wenatchee and East
Wenatchee have mirrored contracts with the WVCVB although East Wenatchee has not
submitted a contract to date.
Council discussed other uses of Hotel/Motel tax funds that could be used in the City of East
Wenatchee such as reserve funds for City sponsored events.
COUNCIL REPORTS
Councilmember DeWitt said LINK dedicated the first Trolley to the City of Chelan. He added, he
has a conflict with the LINK board meetings and is asking for a replacement. He added that he
would be willing to serve as an alternate. With previous consent, Mayor Lacy appointed
Councilmember McCourt to the LINK Board.
